This role ensures projects are completed on schedule, within budget, and in compliance with Saudi regulatory standards and local codes. The incumbent will supervise project teams, coordinate with local contractors, consultants, and government authorities, and uphold the highest standards of safety, quality, and environmental responsibility. The ideal candidate will have extensive experience managing mid-scale to large construction projects within Saudi Arabia's regulatory and cultural context. Key Responsibilities : Project Delivery & Oversight : Lead the full lifecycle management of commercial, residential, industrial, and public infrastructure projects across multiple sites in Saudi Arabia. Regulatory & Standards Compliance : Ensure all projects adhere to Saudi Building Code, Saudi Arabia's environmental standards, safety regulations, and local legal requirements (e.g., SAGIA, GSA, and other relevant authorities). Planning & Scheduling : Develop detailed project timelines and resource plans aligned with local conditions and climatic considerations to ensure timely delivery. Budgeting & Cost Control : Prepare project budgets, monitor expenses, and implement cost-saving measures consistent with local market conditions to maximize project profitability. Design & Construction Supervision : Collaborate with local design firms, consultants, and engineering teams to ensure construction complies with Saudi standards and specifications. Procurement & Contract Management : Oversee local tendering processes, select Saudi-based contractors and suppliers, negotiate contracts, and ensure contractual compliance with local laws. Quality & Safety Standards : Implement and oversee strict safety protocols and quality assurance processes compliant with Saudi Occupational Safety and Health (SAOSH) standards. Stakeholder & Government Engagement : Maintain effective relationships with clients, government authorities, local municipalities, and other stakeholders, ensuring smooth project approvals and compliance. Risk Management : Identify potential risks related to local regulations, cultural considerations, and environmental factors; develop strategies to mitigate them. Team Leadership & Development : Lead and develop project teams, including site managers, engineers, and subcontractors, fostering a culture of safety, quality, and efficiency. Reporting & Documentation : Provide regular progress updates, project documentation, and post-project evaluations to internal and external stakeholders. Qualifications & Skills : Bachelor’s degree in Civil Engineering, Construction Management, Architecture, or related field; Master’s degree preferred. Minimum of 10 years’ experience in managing building and infrastructure projects, with significant experience in Saudi Arabia or the Gulf region. Deep knowledge of Saudi building codes, standards, and local regulations. Proven track record of managing multiple projects simultaneously within the Saudi market. Strong leadership, negotiation, and interpersonal skills, with fluency in Arabic and English preferred. Proficiency in project management software (e.g., MS Project, Primavera, AutoCAD, MS Office). Financial management skills, including budgeting and cost control tailored to Saudi project environments. Knowledge of local labor laws, safety regulations, and environmental standards. Preferred Attributes : Professional certifications such as PMP, PMI, or equivalent. Experience working on large-scale public infrastructure projects or mega developments in Saudi Arabia.
