Overview
We are seeking a Smart City Business Architect to lead the development and alignment of business capabilities, operating models, and value streams within smart city programs. The ideal candidate will work at the intersection of strategy and execution, translating city visions and sectoral priorities into actionable business architectures. This role requires a deep understanding of urban development, service design, digital transformation, and enterprise architecture. Responsibilities
Define business architecture blueprints for smart city programs that align strategic objectives with operational capabilities. Model current and target state business architectures, including value streams, capability maps, and organizational models. Collaborate with stakeholders across government, utilities, and private sector to understand and articulate urban service needs. Facilitate alignment between business, data, application, and technology architecture domains within enterprise architecture efforts. Lead the identification and prioritization of smart city use cases across urban domains (e.g., mobility, energy, public safety, citizen engagement). Support the design of key performance indicators (KPIs), business processes, and service delivery models for smart city services. Develop transition roadmaps that connect strategy to execution through transformation initiatives and digital enablers. Advise on governance, operating models, and institutional frameworks for smart city implementation and sustainability. Contribute to RFP development, capability assessments, and business case creation for public-private partnership (PPP) initiatives. Qualifications
Education : Bachelor’s or Master’s degree in Business Architecture, Public Administration, Urban Planning, or a related field. 8+ years in business architecture, enterprise transformation, or strategy consulting. At least 3 years working in smart city programs, digital government, or urban innovation projects. Experience in designing operating models, business capability maps, and strategic roadmaps. Excellent communication and facilitation skills to engage cross-sectoral stakeholders. Strong analytical and documentation abilities. Bilingual (English and Arabic) is highly desirable. Business & Architectural Skills
Proficiency in business architecture modeling tools (e.g., ArchiMate, BIZBOK, or similar). Understanding of TOGAF or enterprise architecture methodologies. Familiarity with smart city frameworks (e.g., ISO 37106, ITU standards, or local urban digital regulations). Additional Information
