HSE Manager in Riyadh

to join our team and take charge of promoting a culture of health, safety, and environmental compliance across all construction activities. The ideal candidate will ensure that safety is not just a priority, but a core value on our sites.

Role Description

Bachelor’s degree in Civil Engineering, Environmental Engineering, Occupational Health & Safety, or an equivalent field from a reputable university.

Minimum of ten (10) years of experience in managing Health, Safety, and Environment (HSE) functions within large-scale construction projects.

At least seven (7) years of experience in KSA.

Proven experience working with both consultants and contractors is a strong advantage.

Excellent command of written and spoken English; Arabic.

Comprehensive knowledge of local and international HSE regulations and standards (e.g., Saudi Building Code, OSHA, NEBOSH, ISO 45001, ISO 14001).

Certification in NEBOSH IGC, IOSH Managing Safely, or OSHA (or equivalent) is required.

PMP or Safety Management certification is a plus.

Demonstrated ability to lead, develop, and maintain safety systems in alignment with project requirements and corporate policies.

Specific Job Requirements

Develop, implement, and continuously improve the Project Health, Safety, and Environmental Management System in line with company and client standards.

Prepare, review, and manage HSE Plans, Method Statements, Job Hazard Analyses, and Risk Assessments for all construction activities.

Conduct regular site inspections, internal audits, and safety walkthroughs to ensure full compliance with safety policies and legal requirements.

Lead incident and accident investigations, identify root causes, and develop corrective and preventive action plans.

Oversee construction site safety performance, ensuring that all site personnel and subcontractors comply with HSE standards.

Manage emergency response planning, drills, and procedures across all active sites.

Conduct safety training and toolbox talks to promote a strong safety culture among workers and management teams.

Liaise with project management, clients, consultants, and local authorities regarding HSE performance and compliance issues.

Prepare and submit HSE reports, performance metrics, and close‑out documentation for management and client review.

Monitor the use of Personal Protective Equipment (PPE) and ensure its adequacy and compliance across the workforce.

Promote continuous improvement initiatives to enhance workplace safety and reduce incident rates.
