WSP in the Middle East . Job Description WSP is providing Project Management Consultancy (PMC) services for one of Riyadh’s landmark urban transformation initiatives. The development includes large-scale infrastructure, public realm, sports, and mixed‑use facilities aimed at enhancing the city’s liveability and aligning with Saudi Vision 2030 goals. The HSE Manager will oversee and implement health, safety, and environmental strategies to ensure safe and compliant execution of construction activities across the project. The role involves working closely with contractors, consultants, and the client to maintain world‑class safety standards and foster a proactive HSE culture throughout the project lifecycle. Responsibilities
Develop, implement, and monitor project‑specific HSE management plans, procedures, and risk assessments. Ensure compliance with Saudi HSE regulations, WSP policies, and international standards (ISO 45001, ISO 14001). Conduct regular site inspections, audits, and safety walks to identify potential hazards and ensure corrective actions are implemented. Review and approve contractors’ HSE plans, method statements, and emergency response procedures. Lead and support incident investigations, root cause analysis, and reporting. Organize safety meetings, toolbox talks, and awareness campaigns to promote a strong safety culture. Collaborate with the construction and supervision teams to mitigate HSE risks and ensure safe work practices. Prepare HSE performance reports and present findings to the Project Director and client. Coordinate with local authorities and client representatives regarding HSE compliance and reporting. Qualifications
Bachelor’s degree in Environmental Science, Occupational Health & Safety, Engineering, or a related discipline. Minimum 12–15 years of experience in HSE management, preferably on large‑scale infrastructure or mixed‑use developments. Registered with Saudi Council of Engineers (SCE) in health and safety. Proven experience working with a Project Management Consultancy (PMC) or major international consultancy. Strong knowledge of Saudi HSE laws, standards, and best practices. Professional HSE certifications (e.g., NEBOSH, IOSH, OSHA, or equivalent) are mandatory. Excellent communication, leadership, and interpersonal skills.
