We are seeking a highly capable Human Resources Manager to build and manage the full HR function for URBAS Middle East in Saudi Arabia. This is a full‑ownership role requiring talent acquisition, payroll, contracting, employee relations, Saudization strategy, policy development, and HR compliance.
Key Responsibilities
- HR Strategy & Department Setup
- Establish all HR workflows, policies, forms, employee handbook, job grading, and procedures
- Implement HR systems and digital HR records (HRIS, onboarding tools, etc.)
- Act as the main HR point of contact for Saudi operations and group HR in Spain
- Talent Acquisition & Recruitment : Lead full‑cycle recruitment for all roles (local + international)
- Build a talent pipeline and manage job postings, sourcing, screening, interviews, offers
- Establish relationships with recruitment agencies, universities, and professional networks
- Manage onboarding, orientation, and probation process
- Payroll, Benefits & Compensation : Manage monthly payroll, allowances, overtime, EOSB, and payroll audit files
- Ensure full compliance with WPS, GOSI, and employee benefits policies
- Coordinate salary benchmarking and compensation structures
- Government Relations & Saudization : Develop and manage Saudization strategy and Nitaqat targets
- Handle government platforms : Qiwa, GOSI, Muqeem, Mudad, Absher, MHRSD, etc.
- Maintain legal compliance according to Saudi Labor Law and regulatory deadlines
- Contracts, Visas, Mobility & Employee Files : Prepare employment contracts, renewals, transfers, termination documentation
- Manage visas, Iqama renewals, medical insurance, and employee lifecycle records
- Ensure digital archiving and document control for audits and compliance
- Employee Relations, Culture & Performance : Act as the HR focal point for employee queries, performance reviews, and grievance handling
- Develop engagement and retention strategies, training plans, and corrective action processes
- Support leadership with workforce planning and organizational development
Required Qualifications
Education : Bachelor’s degree in HR, Business Administration, or related field (CIPD / SHRM preferred)Experience : Minimum 7+ years HR experience in Saudi Arabia, including full HR operations ownershipTechnical Skills : HRIS systems, payroll software, MS Office, recruitment platformsRegulatory Knowledge : Strong command of Saudi Labor Law, GOSI, Saudization / Nitaqat, WPS, visa & immigration lawsLanguage : English required; Arabic a strong advantageNationality : Saudi nationalsSoft Skills & Competencies
