Senior Manager - Readiness and Emergency Response (CDU 11) -
Overview
The Senior Manager - Readiness & Emergency Response is responsible for developing and leading the strategic framework for readiness, emergency preparedness, and incident response across the city's public transport network. This role ensures the safety and protection of passengers, employees, infrastructure, and assets while maintaining compliance with national regulations and international best practices in urban transit security.
Key Responsibilities
- Develop and implement a comprehensive emergency response management strategy for the entire city transport system, including KPI definition and performance management and reporting
- Support crisis management planning, including coordination with local, regional, and national emergency services, city and districts management
- Establish policies and protocols for incident prevention, rapid response, and recovery for all transportation
- Lead the design and execution of emergency response drills for the city transportation business units
- Develop resilience plans to minimize disruption during crises such as natural disasters, terrorism, or large-scale accidents
- Coordinate with emergency services to ensure rapid response capability
- Maintain strong collaboration links to city development security & resilience team, defining emergency response within transport for the city
- Maintain strong relationships with Civil defense, law enforcement, emergency responders, and government bodies
- Ensure compliance with safety, security, and emergency preparedness regulations
- Support the primary liaison during incidents and emergencies that require a response
- Conduct emergency response risk assessments and threat analyses for infrastructure and operations
- Implement mitigation strategies to protect passengers, staff, and critical assets
- Establish reporting systems for emergency incidents
Qualifications & Experience
Bachelor's degree in Emergency Response Management, Emergency Management, Law Enforcement, Business Continuity or related field (Master's preferred)Minimum 10 - 12 years of progressive experience in emergency response management within transport, aviation, or critical infrastructure sectorsProven experience leading large teams and managing multi-agency emergency response operationsStrong knowledge of emergencies, risk assessment methodologies, and crisis communicationSkills & Competencies
