JOB PURPOSE To establish and enhance indirect Material category in procurement and develop Policies, Processes and Procedures category plans and negotiate highly complex contracts within local content Policies and ensure smooth procurement within the limits of the overall procurement strategy ORGANIZATIONAL RESPONSIBILITIES DUTIES AND RESPONSIBILITIES GENERAL ACCOUNTABILITY Operational Planning : Participate in the design and implementation of indirect Material category strategy and roadmap to support alignment with the department’s strategy Contribute to indirect Material category plans and provide input to the department’s goals that support the Procurement Sector’s overall strategic plans Collaborate with relevant stakeholders to identify indirect Material category required in projects to meet future business demands Support in the achievement of indirect Material category strategy, objectives and KPIs within the accountabilities of the department Help develop regular reports on the department’s progress and outputs to be shared with relevant stakeholders in line with reporting requirements Policies, Processes and Procedures : Recommend improvements to Material department’s policies and direct the implementation of procedures and controls covering all areas of activity People Management : Help to identify, assess and recruit key talent for Material department’s Guide, mentor and develop Material department’s team as part of their continuous development Set performance objectives, provide necessary support, evaluate / appraise the team and provide regular feedback on performance Promote a high-performance working environment within Material department’s FUNCTION ACCOUNTABILITY Work collaboratively with all stakeholders to develop strategic category plans for the indirect category in alignment with sourcing and negotiation strategies and short / long term category roadmaps Responsible for Material Prices Stability for Housing Serve as the Procurement lead for all indirect category stakeholders and guide them on strategic sourcing and operational procurement processes while proactively seeking ways to reduce costs and improve efficiencies Maintain knowledge of current category trends, supplier capabilities and changes within the supplier and technology landscape for traditional and emerging solutions Facilitate stakeholders through developing requirements, evaluating suppliers and supplier selection Develop negotiation plans aligned with stakeholder desired outcomes using key contracting principles, standard terms, laws / regulations and industry standards Organize data sets and develop meaningful analysis of spend, cost and performance metrics; then present business cases to influence decision-makers in selecting the right supplier Manage compliance during all phases of the contracting process; ensure all third-party risk management checks are complete prior to contract signature Establish and maintain relationships with key indirect category suppliers Negotiate contract terms with suppliers to ensure value for money, quality standards, and delivery terms Develop and facilitate business reviews with stakeholders to review supplier performance, future opportunities and / or challenges Participate in cross-functional meetings to decide on the terms and conditions for new suppliers Guide stakeholders on preferred suppliers; develop the supplier management strategy to reduce and consolidate all suppliers Manage the vendor portfolio in coordination with Vendor Management teams for the indirect category Address supplier / vendor issues to ensure the highest level of service delivery (e.g., delivery dates, capacities, exchange rates / prices for materials) Drive realization of savings, bundling of demand (analyzing central demand structure), and category-specific objectives Provide know-how about products, markets and vendors (in collaboration with vendor management) inside the category to the procurement team and support scouting for innovations Provide market and supplier information to the procurement sector and other business functions in collaboration with Vendor Management for the indirect category Monitor supplier market for the indirect category in collaboration with Vendor Management Consolidate and evaluate of supply risk the indirect category, and set up mitigating actions if needed and report Establish and maintain platforms for indirect category and enhance indirect Material through it JOB REQUIREMENTS EDUCATION PREREQUISITES Bachelor’s degree in supply management or relevant field PROFESSIONAL EXPERIENCE 7 - 12 years of experience in procurement with a minimum of 2 years in procurement excellence Seniority level
