Job Summary
The Project Controls Manager is a vital technical specialist within the PUA Transport Delivery team. This role involves hands-on development, management, and analysis of detailed project programmes. Working under the guidance of the Associate Director of Planning & Project Controls, the Project Controls Manager will be a part of the PUA Delivery team. The Project Controls Manager will also establish and implement customised project controls procedures to meet the specific needs of each project component. The ideal candidate will be an experienced professional with advanced technical skills in scheduling and a proven ability to develop strong control frameworks for complex infrastructure projects.
Roles and Responsibilities
- Establish, document, and implement comprehensive project controls procedures for planning, scheduling, progress measurement, and reporting.
- Ensure the TBU Customer Experience strategies are understood, and a ‘Customer-first’ approach is integrated into all aspects of project planning, decision-making, and delivery.
- Analyse the specific nature of each project component and tailor the project controls procedures to suit their individual requirements (e.g., civil construction vs. systems integration).
- Develop and manage the Work Breakdown Structure (WBS) and ensure its consistent application throughout the project.
- Collaborates with Directors, discipline leads and internal stakeholders and is accountable for the development, implementation, monitoring, and reporting of project execution across all functional areas during delivery.
- Define and implement clear "rules of credit" and progress measurement systems for all project activities to ensure accurate performance tracking.
- Lead the detailed development and maintenance of the projects’ schedules using Oracle Primavera P6, including the creation of resource and cost-loaded programmes.
- Work collaboratively with engineering, construction, and contractor teams to establish baseline schedules for various work packages (e.g., stations, tunnels, systems, depots).
- Regularly update and analyse project programmes, perform critical path analysis, and identify schedule variances, risks, and opportunities.
- Manages all time and cost changes related to the delivery of the scope through the defined TBU change management process, including early identification and communication.
- Prepare recovery and what-if scenario schedules to support project decision-making and mitigate potential delays.
- Assist the Associate Director in preparing an integrated programme for TBU projects.
- Supports and works effectively with the commercial team to ensure contractual compliance and cost control is maintained to the highest level.
- Provide technical support and guidance to the broader project team on all scheduling and planning matters.
- Ensure that contractor schedules and progress reports are compliant with the Business Unit’s standards and procedures.
- Conducts post-project reviews and retrospectives to capture lessons learned and identify opportunities for improvement, contributing to QIC’s continuous learning and organizational development.

Bachelor’s degree in relevant fields such as Civil Engineering, Project Management, Risk Management, Construction ManagementHigher National Diploma : Engineering, Project Management, Construction Management or a related field. Professional Certifications (if required)Project Management Professional (PMP) and other relevant project management and professional engineer accreditation (e.g. Prince2, AgilePM) – Desirable but not mandatory ExperienceA minimum of 10 years of dedicated experience in project planning and scheduling.Expert-level, hands-on proficiency in Oracle Primavera P6 is mandatory with experience for time chainage planning tools such as TILOS.Proven ability to monitor multiple projects simultaneously, effectively controlling scope, schedule, budget, and resources using appropriate digital tools.Strong written and verbal communication skills in English, with proficiency in enterprise-level management software such as Aconex.In-depth knowledge of advanced scheduling techniques, resource loading, cost loading, and earned value management (EVM).Preferred experience with Railway Transport infrastructure projects.Certification as a Planning & Scheduling Professional (PSP) or Project Management Professional (PMP).
