Overview Expo 2030 Riyadh is a global platform where countries, organizations, and individuals will come together to collaborate. Under the theme “Foresight for Tomorrow,” the Expo promotes sustainable development, innovation, and transformative thinking. The event will be held from October 2030 to March 2031 and is expected to welcome over 40 million visits. The 6 km² Masterplan outlines a comprehensive framework for participation and infrastructure at the Expo. The exhibition space, totaling 491,100 m² GFA, can accommodate up to 197 participating countries and 29 international organizations. Bechtel will manage the infrastructure program on behalf of the customer, Expo 2030 Riyadh Company (ERC). Our scope includes early works, utilities, and publicly accessible spaces like streets and parks, with a transition to a mixed-use legacy development after the six-month event. The master plan leverages international sustainability standards for urban afforestation, treated water, and energy sources.

Job Summary The Package Manager (Site Preparation) is responsible for the successful planning, execution and delivery of all site preparation and early works packages across the programme. This includes fencing and hoarding, site clearance, bulk earthworks, temporary stormwater drainage, establishment of site offices, site entrances, construction of temporary access roads and other related scopes. Reporting to the Delivery Director, the Package Manager will work closely with the other Package Manager, Construction Managers, and other internal and external stakeholders to ensure timely and cost-effective delivery of these critical elements.

Major Responsibilities

Assist in the preparation of procurement strategies for all packages of work; develop scopes of work associated with the site preparation packages of work; assist in technical evaluation of Contractors during the tendering process.

Develop and maintain a detailed plan for the delivery of all site preparation packages required to support the project.

Oversee the construction of all site facilities, ensuring adherence to the project schedule and budget.

Monitor site activities and ensure compliance with all safety, quality and environmental requirements.

Liaise with internal and external stakeholders as required to deliver the works.

Manage the team, subcontractors and third parties to ensure delivery of the works to meet the schedule and handover to successor activities to meet overall program objectives.

Manage all aspects of the project scope from design constructability, design interfaces and execution of the work.

Ensure plans and procedures are in place for all engineering, procurement, construction activities and ensure their compliance including strict adherence to local and national regulatory codes, ES&H and quality requirements.

Arrange for the overall execution of works, meeting compliance requirements, contractual and customer requirements; promote a positive project work environment through leadership, openness, trust, communication, teamwork, empowerment, innovation and satisfaction.

Communicate with staff, supervisors, and other parties involved in the project to discuss plans and goals; supervise, mentor and support the development of direct reports.

Education And Experience Requirements A recognized bachelor’s or master’s degree (or equivalent) and a minimum of 20 years of experience, including 7-10 years in a management role with a Contractor, Client and / or PMC; Client and / or PMC experience is required.

Required Knowledge And Skills

Experience delivering large urban infrastructure projects or large civil engineering projects is required.

Strong communication and interpersonal skills; ability to foster and maintain a positive work environment among Client, Contractors, and other stakeholders throughout the project lifecycle.

Good oral and written communication skills in English; Arabic language skills are advantageous.

Experience in KSA / Middle East / GCC is required.
