Senior Contracts Manager (Procurement)

JASARA PMC is looking for a Senior Contracts Manager (Procurement) to join our forward-thinking team dedicated to driving social infrastructure projects in Saudi Arabia. As a joint venture involving the Public Investment Fund (PIF), Jacobs, and Saudi Aramco, we are at the forefront of transformative initiatives aligned with the Kingdom's Vision 2030. In this role, you will oversee the procurement processes and manage contracts associated with our projects. The Senior Contracts Manager will lead the development, negotiation, and execution of contracts, ensuring they are compliant with legal obligations and meet the organization's strategic objectives. Your expertise will be crucial in managing risks, optimizing costs, and enhancing supplier relationships. Your responsibilities will extend beyond contract management; you will also contribute to the procurement strategy, ensuring vendors and subcontractors are evaluated fairly and proposals align with project goals. You will collaborate with project managers and stakeholders to ensure effective communication and execution throughout the contract lifecycle. Responsibilities

Oversee the procurement strategy and manage contracts for materials, services, and construction Develop, negotiate, and execute contracts, ensuring compliance with organizational policies and local regulations Conduct supplier evaluations and manage relationships with vendors and subcontractors Monitor contract performance against predefined metrics and project objectives Collaborate with project teams to identify procurement needs and develop effective sourcing strategies Resolve contractual disputes and ensure timely delivery of services and materials Prepare reports related to procurement activities and contract performance for senior management Requirements

Bachelor's degree in Business Administration, Supply Chain Management, or a related field Minimum of 15 years of experience in contract management and procurement within the construction or engineering sectors Strong understanding of procurement processes, contract law, and commercial principles Proven negotiation and communication skills, with the ability to engage and influence stakeholders Excellent analytical and problem-solving abilities Experience with procurement software and systems, with proficiency in data analysis Detail-oriented with a strong focus on compliance and risk management Ability to work independently and collaboratively in a fast-paced environment Professional certifications in procurement or contract management are advantageous Fluency in English is required, and proficiency in Arabic is preferred Experience in the Middle East construction industry is highly desirable Awareness of Vision 2030 initiatives and their impact on infrastructure projects in Saudi Arabia
