Job Title : Director of Research and Innovation Department

Entity : Architecture and Design Arts Commission

Department : Research and Innovation Department, Sector Strategies

Reports To : Director General of Strategy

Direct Reports : 2 Employees

Location : Kingdom of Saudi Arabia

Job Purpose :

Lead the Commission's research, innovation, and cultural content production efforts, overseeing the Research and Documentation division. This includes developing a national research strategy for the architecture and design sector, fostering an innovation culture, and creating an implementation plan with operational models. The role also involves establishing and managing the National Center for Documentation of Architecture and Design Arts, equipped for data documentation, review, storage, and distribution, as well as cultivating relationships with research institutions and facilitating knowledge-sharing within the sector.

Key Responsibilities :

Leadership & Supervision :

  • Develop internal plans to foster teamwork and continuous learning for optimal departmental performance.
  • Manage and oversee the performance of organizational units within the

department, approving reports and deliverables.

  • Set annual department goals and KPIs aligned with strategic objectives,

    • monitoring implementation and corrective actions.

  • Approve the department's annual budget and ensure adherence to financial limits.
  • Develop operational plans to achieve departmental goals and ensure effective execution.
  • Implement approved policies and procedures, ensuring adherence to outlined processes.

    • Core Duties :

  • Implement approved department policies and procedures to meet objectives.
  • Comply with internal regulations and policies related to cybersecurity.
  • Perform other duties as assigned by the direct supervisor.

    • Research, Archiving, and Documentation :

  • Develop and implement a research strategy for the architecture and design sector, including execution plans and activation projects aligned with Commission goals and labor market needs.
  • Oversee the planning and execution of cultural and academic content research projects, ensuring timely delivery, budget compliance, and quality standards.
  • Promote research efforts in the architecture and design sector across the Kingdom and foster collaborations with external partners, research institutions, academia, and innovation experts.
  • Collaborate with internal and external stakeholders, including aligning with ministry departments and managing relationships with sector research institutions.
  • Develop knowledge management strategies and activation plans for the

    • National Center for Documentation of Architecture and Design.

  • Supervise the implementation of the Documentation Center, establishing mechanisms for data access, submission, review, storage, and distribution.
  • Define documentation and knowledge exchange mechanisms between the architecture and design sector and relevant stakeholders.

    الغرض من الوظيفة

    قيادة والإشراف على جهود البحث والابتكار وانتاج المحتوى الثقافي وإدارة قسم الأبحاث والتوثيق في الهيئة، من خلال الإشراف على تطوير استراتيجية بحثية لقطاع فنون العمارة والتصميم على المستوى الوطني وتعزيز ثقافة الابتكار لدعم الجهود البحثية في المملكة، ووضع خطة مشاريع تنفيذية لتحقيق استراتيجية الأبحاث وتحديد نماذج التنفيذ. كما تعني الإدارة على الإشراف على تطوير وتنفيذ المركز الوطني لتوثيق فنون العمارة والتصميم، مزود بالآلية التي تدعم توثيق البيانات وتقديمها ومراجعتها وتخزينها وتوزيعها. بما في ذلك إدارة العلاقات مع المؤسسات البحثية في المملكة وفي قطاع

    العمارة والتصميم، وتحديد آلية تبادل المعرفة بين الجهات المعنية به.

    المهام والمسؤوليات

    المهام القيادية / الإشرافية

    وضع خطط داخلية لتطوير ثقافة بناء الفريق، والتعلم المستمر لضمان تقديم العمل بأعلى مخرجات وكفاءة.

    ادارة الوحدات التنظيمية التابعة للإدارة، ورقابة أداءها، واعتماد تقاريرها، ومخرجاتها.

    تحديد الأهداف السنوية للإدارة ومؤشرات الأداء الرئيسية والتأكد من أن الأهداف تتوافق مع أهداف الإدارة المباشرة ومتابعة تنفيذها وتصحيح الفروقات ان وجدت.

    اعتماد الميزانية السنوية للإدارة والتأكد من أن جميع الموظفين يعملون ضمن الميزانية المخصصة من خلال تحديد الأهداف والمسؤوليات المطلوبة

    إعداد الخطط التشغيلية اللازمة للإدارة لتحقيق أهداف الإدارة والتأكد من اتخاذ التدابير المناسبة لتنفيذ الخطة.

    تنفيذ سياسات وإجراءات الإدارة المعتمدة واتباع الإجراءات المحددة من أجل تحقيق أهداف الإدارة

    تنفيذ سياسات وإجراءات القسم المعتمدة واتباع الإجراءات المحددة من أجل تحقيق أهداف القسم

    الالتزام باللوائح والسياسات الداخلية المتعلقة بالأمن السيبراني

    القيام بأية مهام أخرى متعلقة وفق ما تقتضيه حاجة العمل وبتكليف من الرئيس المباشر

    البحث والأرشفة والتوثيق

    تطوير وتنفيذ استراتيجية أبحاث قطاع العمارة والتصميم، ووضع خطة تنفيذ وتطوير مشاريع تفعيل استراتيجية الأبحاث وتحديد نماذج التنفيذ للمبادرات تتماشى مع أهداف الهيئة وسوق العمل.

    الإشراف على التخطيط والتنفيذ والإشراف على المشاريع البحثية، المعنية بتطوير المحتوى البحثي والثقافي، من الفكرة إلى التنفيذ وضمان الالتزام بالجدول الزمني والميزانية ومعايير الجودة.

    تحفيز الجهود البحثية في قطاع العمارة والتصميم في المملكة، وتنمية العلاقات مع الشركاء الخارجيين والمؤسسات البحثية والأوساط الأكاديمية وخبراء القطاع البحثي والابتكار لتعزيز التعاون وتبادل المعرفة.

    التعاون مع أصحاب المصلحة الداخليين والخارجيين، بما في ذلك إدارة العلاقات مع المؤسسات البحثية في قطاع العمارة والتصميم والمواءمة مع الجهات الداخلية في الوزارة حول أوجه التعاون.

    تطوير وإدارة المعرفة لاستراتيجية المركز الوطني لتوثيق العمارة والتصميم وخطة تفعيلها.

    الإشراف على تنفيذ مركز توثيق فنون العمارة والتصميم، مزود بالآلية التي تدعم الحصول على البيانات وتقديمها ومراجعتها وتخزينها وتوزيعها.

    تحديد آلية التوثيق وتبادل المعرفة بين قطاع فنون العمارة والتصميم والجهات المعنية به.
