Overview
AtkinsRéalis is looking for a Procurement Lead (Associate) Architect in AlUla, KSA. The Procurement Lead will head up the program procurement element for AtkinsRéalis Programme Delivery Office (PDO) / Program Management Consultant (PgMC) in support of the AlUla Program. The role involves day-to-day onsite / project procurement activities and reports to the PDO / PgMC Commercial Director. The Procurement Lead liaises with the Client and their consultants and representatives and ensures that procurement work is carried out in line with the AtkinsRéalis Framework Agreement. The Procurement Lead may provide input for strategic procurement decisions.
The role includes direct management of the procurement team and will vary by program and project requirements, with a focus on successful delivery of day-to-day procurement activities. The Procurement Lead will contribute to creating standardized procurement processes and procedures for the Program and individual projects, for approval by the Client.
Responsibilities
- Lead procurement for the full lifecycle, including expressions of interest, pre-qualification, RFP / ITT issuance, and tender evaluation.
- Create, agree and administer Tender Evaluation Matrices and prepare technical and commercial evaluation reports.
- Support post-tender negotiations and make final tender recommendations based on combined technical and commercial scores.
- Oversee contract award processes with Client approval to proceed.
- Draft and implement project-specific standard procurement templates and procedures in collaboration with the Client and consultants; ensure dissemination to PMC teams and adherence at the PMC level.
- Gather live project market knowledge, identify processes and templates that require revision to improve efficiency, and monitor procurement trackers and reporting.
- Provide supervision to Procurement Managers to deliver required deliverables and ensure compliance with approved processes.
- Provide input on strategic procurement decisions and extend PgMC scope to oversee pre- and post-contract PMCs as needed.
Requirements and Experience
Pre-Tender Activities : provide insights into procurement strategies based on program requirements; lead the process with input from Procurement Manager.Process & Procedures Drafting and Implementation : draft and implement project-specific templates and procedures; ensure client approval and dissemination; ensure effective implementation at the PMC level.Procurement Packages : support client in procurement activities across the lifecycle including EOI, NDA (where required), RFP / ITT issuance, tender evaluation, negotiations, and contract award.Post-Contract Activities : monitor contractor performance and maintain procurement trackers; identify improvements for efficiency with oversight from the Procurement Lead.Reporting and Performance Tracking : produce trackers and reports; ensure deliverables align with approved processes and escalate issues on the critical path as needed.Key Experience
