Senior Infrastructure / Facilities Specialist (MEP) Job Description The Senior Infrastructure / Facilities Specialist (MEP) will lead the technical planning, design review, and coordination of MEP infrastructure, including water, sewage, drainage, power distribution, HVAC, and other utility systems. The role requires deep technical knowledge, problem-solving skills, and experience in managing complex facilities and infrastructure projects.

The project involves development of civil infrastructure, utilities, and facilities within a land development area. The Senior Infrastructure / Facilities Specialist (MEP) will provide technical expertise and oversight for MEP systems in site-wide infrastructure, ensuring designs meet operational requirements, regulatory standards, and long-term maintainability.

Responsibilities

Lead and manage the PMS scope in relation to MEP infrastructure design, planning, and review activities.

Support Infra / Facilities (MEP) design management oversight and review throughout the Program design Phases on behalf of client.

Monitor 3rd party consultant / s Infra / Facilities (MEP) design designs outputs to meet the design intent, program design objectives and key deliverables.

Review key Infra / Facilities (MEP) design outputs & submissions in line with program requirements, agreed targets and statutory legal approvals and permits.

Provide reports on the progress of the Infra / Facilities (MEP) design Phases and advise on corrective actions required to support Program delivery.

Review & provide relevant feedback on Public Realm Strategy, Approach and Plans informing hierarchy, character and interconnectivity and Infra / Facilities (MEP) service.

Review & provide relevant feedback on the infrastructure provisions provided by the Lead Developer & associated entities for Infra / Facilities (MEP) required to service the Program.

Review & provide feedback on municipality and community Infra / Facilities (MEP) facilities.

Value Engineering (VE) and evaluation with respect to design criteria and life cycle costings.

Provide technical oversight for site utilities, water supply, sewage, drainage, power distribution, HVAC, and other facility services.

Coordinate with civil, structural, and other engineering teams to ensure integrated infrastructure solutions.

Review and approve MEP design drawings, specifications, and technical reports for compliance with local codes, standards, and best practices.

Identify potential technical risks and propose mitigation strategies for MEP infrastructure systems.

Support long‑term operational efficiency and maintainability of facility and utility systems.

Participate in client and stakeholder meetings to present technical solutions and recommendations.

Mentor and guide junior engineers and technical staff within the MEP infrastructure team.

Ensure adherence to project schedules, quality standards, and Saudi regulatory requirements.

Qualifications

Bachelor’s degree in Mechanical, Electrical, or Civil Engineering; Master’s degree preferred.

15+ years of experience in MEP infrastructure and facilities design, planning, and management.

Proven experience on large‑scale land development or urban infrastructure projects, preferably in GCC countries and Saudi Arabia.

Strong knowledge of MEP codes, standards, and regulatory requirements in KSA.

Proficiency in design and modeling software (AutoCAD, Revit MEP, Civil 3D, or equivalent).

Excellent leadership, coordination, and stakeholder management skills.
