Overview PIPECARE provides In-Line Inspection Services to locate, identify and size threats and support integrity management requirements. The QHSE Engineer is a key member of the PIPECARE Group. The main responsibility of the QHSE Engineer is to ensure compliance with quality, health, safety, and environmental standards and regulations. This position involves developing, implementing, and maintaining QHSE policies, procedures, and systems to promote a culture of continuous improvement and risk mitigation.
Responsibilities
Develop and implement QHSE policies, procedures, and programs in alignment with regulatory requirements and industry best practices.
Conduct regular audits and inspections to assess compliance with QHSE standards and identify areas for improvement.
Define competencies for HSE Department team members.
Provide training and awareness programs to employees on QHSE policies, procedures, and practices.
Investigate accidents, incidents, and near misses to determine root causes and implement corrective and preventive actions with experience in O&G.
Approve procedures for the company manually and IT ERP systems.
Design and implement all activities pertaining to HSE.
Recommend resources budgets (assets including people) for the department to top management.
Train PIPECARE personnel in process areas including internal auditors (including HSE).
Approve all documents and records pertaining to HSE in the Oil & Gas industry.
Key Responsibilities
Implement HSE Standards and ensure compliance within PIPECARE.
Collaborate on non-conformities and actions, evaluating effectiveness of corrective actions.
Coordinate with regulatory agencies, certification entities, and external auditors for audits and certifications.
Monitor internal auditor performance within the organization.
Manage documentation related to QHSE activities, including incident reports, risk assessments, and compliance records.
Conduct Quality and HSE audits and work with Quality personnel.
Develop and execute Health, Safety, and Environment plans.
Promote a culture of safety, quality, and environmental responsibility throughout the organization.
Other Responsibilities
Perform work site hazard assessments and provide corrective action recommendations to leadership.
Support Manufacturing and equipment services operations to eliminate hazards.
Plan, implement, coordinate and supervise HSE activities during facility maintenance and project activities.
Assist in the selection and coordination of Suppliers, Contractors, and Subcontractors for major maintenance, construction, remodeling and project activities.
Conduct safety and OSHA-mandated training classes and maintain records; participate in safety meetings.
Assist teams in implementing the HSE Risk Management processes.
Data-driven reporting : develop programs to track and enforce action close-out with dashboards for senior management on leading and lagging safety indicators.
Regulatory compliance : ensure compliance with regional and local HSE regulations.
Lead incident response efforts and investigations (e.g., 5WHY, RCA) to address systemic and cultural causes.
Plan QHSE inspections / tests to meet customer requirements and align with Rondo Energy design requirements.
Lead lessons learned and continuous improvement initiatives using project data across sites.
Collaborate with cross-functional teams (Project Delivery, R&D, Engineering, Facilities) to integrate safety into operations.
Qualifications
Bachelor's degree in engineering, environmental science, occupational health and safety, or a related field; advanced degree or professional certification (e.g., Certified Safety Professional, Certified Quality Engineer) is desirable.
Knowledge of quality management systems (ISO 9001), environmental management systems (ISO 14001 desirable), and occupational health and safety management systems (ISO 45001).
OSHA Competent External Certification or equivalent; Lead Auditor in ISO 45001 required.
ISO 45001, HSE practitioner experience / qualifications desirable.
ISO 9001 : 2015 – Lead Auditor Course, third party experience.
API Q1 / Q2 (any) – minimum practitioner training and auditing experience.
Candidates with IRCA certification desirable.
Minimum 3 years of experience in QHSE activities in engineering industry.
Strong organizational skills and attention to detail with the ability to manage multiple priorities and deadlines.
Commitment to continuous learning and professional development in QHSE.
Frequent business travel with ability to travel without major visa restrictions.
