Carter Murray is partnering with a leading entity in Saudi Arabia to appoint a Sr. Expert Telecom Engineer - Incident Investigations & Fault Analysis.
This is a mission-critical role focused on ensuring the reliability and resilience of telecom infrastructure supporting the national power grid. The successful candidate will lead investigations into network incidents and faults, identify root causes, and drive corrective actions to enhance system performance and reduce operational risk.
Key Responsibilities
Lead investigations into telecom and SCADA-related incidents, faults, and failures across technologies such as tele-protection systems, wireless networks, SAS, FOC, LAN / WAN, and DC power systems.
Conduct structured root cause analyses using methodologies like FMEA, 5 Whys, Fishbone, and Fault Tree Analysis.
Analyze event records, SCADA logs, and physical evidence to reconstruct incident timelines.
Develop detailed reports outlining findings, root causes, and preventive measures.
Collaborate with asset management, engineering, operations, and protection teams to implement corrective actions.
Identify systemic risks and recommend design or operational improvements.
Ensure compliance with regulatory and forensic standards (e.g., ISO 22301, ISO 31000, ISO / IEC 27043).
Participate in incident review boards, audits, and technical committees.
Integrate lessons learned into business continuity, disaster recovery, and asset management programs.
Qualifications & Experience
Bachelor’s degree in Electronics and Communications Engineering (Master’s preferred).
15+ years of experience in telecom engineering, asset management, risk management, and incident investigation within the power or utilities sector.
Hands‑on experience with telecom and SCADA systems, including tele‑protection, wireless, SAS, FOC, LAN / WAN, and DC power systems.
Strong background in root cause analysis and forensic fault investigation.
Proficiency with disturbance analysis tools and telecom event recorders.
Excellent communication and reporting skills; fluent in English (Arabic is a plus).

Power System Protection Certification
NIMS (U.S. DHS), DRII, or BCI certifications
