Requirement : Candidate must hold Saudi Aramco Project Control Manager (PCM) approval
Role Summary The Project Control Manager (PCM) will lead and manage all project control functions—including planning, scheduling, cost control, budgeting, forecasting, progress measurement, change / claims management, and reporting—for large-scale cross-country pipeline projects executed for Saudi Aramco. The PCM ensures the project is delivered within approved cost, schedule, and quality parameters while maintaining strict compliance with Saudi Aramco standards, procedures, and governance requirements.
Key Responsibilities
Project Planning & Scheduling
Develop, review, and maintain detailed
Level 1-4 project schedules
in line with Saudi Aramco standards.
Prepare integrated
EPC schedules
covering engineering, procurement, construction, pre-commissioning, and commissioning.
Perform
schedule analysis , critical path evaluation, schedule risk analysis, and recovery planning.
Monitor progress across multiple pipeline spreads and field locations.
Cost Control & Budget Management
Develop and control the project budget, cost breakdown structures (CBS), and cash‑flow forecasts.
Track committed costs, incurred costs, trends, and cost variances.
Ensure full compliance with
Saudi Aramco cost control procedures (AACE & Aramco guidelines) .
Prepare cost estimate updates and evaluate change impacts.
Progress Measurement & Reporting
Establish project progress measurement systems (PMS) in alignment with Aramco requirements.
Monitor key performance indicators (KPIs) including productivity, progress, manpower histograms, equipment utilization, and earned value.
Prepare
weekly, monthly, and quarterly reports
per Saudi Aramco expectations.
Present project status to senior management, internal stakeholders, and Aramco representatives.
Change Management & Claims
Lead the change management process : receive, evaluate, and document change requests.
Conduct impact assessments for schedule and cost changes.
Support preparation of claims, extension‑of‑time (EOT) submissions, and negotiations with Aramco.
Identify project risks related to schedule, cost, procurement, and construction.
Prepare and update the project
Risk Register
and mitigation plans.
Conduct quantitative and qualitative risk assessments as required.
Lead the Project Controls Team (planning engineers, cost engineers, quantity surveyors, document controllers).
Coordinate with Engineering, Procurement, Construction, Quality, HSE, and Contracts Departments.
Work closely with Saudi Aramco project management teams (SAPMT).
Ensure timely and accurate communication between contractors, subcontractors, and stakeholders.
Compliance
Ensure strict compliance with : Saudi Aramco standards and specifications, AACE guidelines, company policies and contractual requirements.
Participate in Saudi Aramco audits, reviews, and gate meetings.
Qualifications & Experience
Bachelor’s degree in Engineering (Mechanical / Civil / Industrial Engineering preferred).
Minimum
10-15 years
of experience in Project Controls for Oil & Gas EPC projects.
At least
5+ years
of experience specifically in
cross‑country pipeline
projects (onshore).
Strong proficiency in :
Cost control systems
Earned Value Management (EVM)
MS Office & reporting tools
Experience working directly with
Saudi Aramco SAPMT
Strong leadership, communication, analytical, and decision‑making skills.
Preferred Skills
Experience with LSTK / EPC mega projects.
Knowledge of Saudi Aramco workflows (Gates, MPS, SAEPs, SAMSS).
Understanding of contract administration for pipeline construction.
Experience in managing multi‑spread pipeline execution plans and challenging terrain / logistics.
