The Construction PMO Head will lead the construction oversight and management of multiple modular, fast-track construction projects to ensure the completion of 10 Operation Centers by October 2025 while maintaining compliance with budget, quality, and regulatory requirements. This role requires an experienced, hands-on leader with expertise in rapid, modular, and prefabricated construction methodologies, strong supplier and contractor network within Saudi Arabia, and the ability to supervise and coordinate multi-disciplinary teams including Architectural, Civil, MEP, Electrical, and ELV specialists. The selected candidate will function as both a client representative and a technical project manager, ensuring that construction methodologies align with modular, prefabrication, and design-to-manufacturing (DfMA) principles while optimizing cost, time, and quality. This position is only available for candidates who are based in Saudi Arabia and available for immediate start. Job Description & Responsibilities

Oversee all aspects of construction project execution, ensuring timely completion of all 10 modular Operation Centers by October 2025. Implement and manage modular, prefabricated, and offsite construction methodologies to accelerate project timelines. Work closely with design teams, contractors, and suppliers to ensure seamless coordination between design, procurement, and construction. Optimize cost-effective, scalable construction strategies that ensure quality and compliance with Saudi regulations. Direct and supervise the Project Managers, Assistant Project Managers, and Construction Supervisors across Architectural, Structural, MEP, Electrical, and ELV disciplines. Act as a technical lead and hands-on construction expert, resolving on-site challenges related to rapid and modular construction. Ensure effective coordination between BIM teams, construction teams, and prefabrication suppliers. Develop and maintain strong relationships with Saudi-based suppliers and modular construction manufacturers. Ensure material availability and compatibility with modular and prefabrication construction needs. Work closely with procurement teams to expedite long-lead items and integrate pre-approved vendor lists. Establish a comprehensive Quality Management System (QMS) ensuring compliance with Saudi Building Code (SBC), Modular & Prefabrication Standards, Saudi Civil Defense & Fire Safety Regulations, and International Quality & Safety Standards. Conduct risk assessments, quality audits, and site inspections to ensure workmanship, material compliance, and overall safety. Implement strong risk mitigation strategies for supply chain delays, constructability challenges, and regulatory approvals. Ensure BIM-driven construction management (LOD 350+), optimizing clash detection, scheduling, and material logistics. Work closely with BIM specialists and project engineers to validate shop drawings, as-built models, and material submittals. Monitor project budgets, cost breakdowns, and cash flow projections to ensure financial compliance. Provide regular cost reporting and work closely with finance teams to ensure efficient resource allocation. Implement Value Engineering methodologies to maximize efficiency without compromising quality. Serve as the primary point of contact for client representatives, contractors, and suppliers. Manage high-pressure, time-sensitive construction environments while maintaining stakeholder alignment. Provide regular executive-level reporting on construction progress, risks, and mitigation strategies. Qualifications & Experience

Bachelor’s or Master’s Degree in Civil Engineering, Construction Management, or a related field. 15+ years of experience in construction project management, with at least 5+ years in modular, prefabricated, and fast-track construction methodologies and 5+ years of experience in Saudi Arabia with strong market knowledge and supplier networks. Proven track record in delivering large-scale, multi-site construction projects on aggressive schedules. Deep expertise in modular, volumetric, and prefabricated construction methodologies. Strong background in BIM-driven construction management (LOD 350+). Extensive knowledge of Saudi Building Codes, Fire Safety Regulations, and Modular Construction Compliance. Strong experience with project management software (Primavera P6, MS Project, Power BI, Autodesk Construction Cloud, SharePoint). Strong leadership, team supervision, and crisis management abilities. Proven ability to work under extreme pressure and manage multiple projects simultaneously. Excellent communication, negotiation, and stakeholder engagement skills. PMP (Project Management Professional) or PgMP (Program Management Professional). Certified Modular Construction Professional (or equivalent experience in modular construction). Must be available for immediate start.
