Manage all operations and maintenance activities to ensure safe and efficient operation through a team of site based shift engineers and operators. Develop short and long term operation and maintenance strategy for the plant and develop a capable team of shift engineers, process engineers, maintenance engineers, operators, maintenance technicians and shift chemists to support that strategy. Oversee day to day plant operation and maintenance in accordance with good utility practice, dispatch instructions, company rules and procedures, OEM guidelines, legal, environmental, contractual and other requirements. Manage the O&M agreement with the Owner and the WPA with the Off-taker. Ensure the plant meets safety, availability, reliability, efficiency, generation and budget targets. Establish appropriate procedures and computerized maintenance management processes, including the permit to work system. Coordinate operations & maintenance activities with finance, administration and HSE departments. Define, manage and monitor the Operations & Maintenance budget in line with the overall company budget. Coordinate all operation and maintenance activities safely and efficiently; deliver high levels of commercial availability and RO plant efficiency within HSE and budget limits. Develop and implement a long term operations and maintenance strategy; manage day-to-day operations through the O&M team. Responsible for QA / QC, Root Cause Analysis Program within operations & maintenance; administer the Permit to Work system through a computerized management program. Determine and schedule resources for each O&M activity; establish O&M business processes; review and monitor adherence to O&M Methods and Procedures. Develop, achieve and report O&M KPIs and objectives in line with the Business Plan. Manage O&M issues in Services Agreements for planned and unplanned RO plant outages; ensure efficient management of resources, supplies and consumables while controlling risks. Adhere to Quality, Health, Safety and Environmental policies and standards; organize risk analysis for O&M tasks; implement procedures, documentation, drawings and manuals management. Maintain high standards of management, ethics and leadership; establish and facilitate training programs for individual development and operational & maintenance competence; implement lessons learned processes for a learning organization; succession planning for key staff. Lead performance management within O&M teams; establish vertical / horizontal communication to keep teams well informed and engaged; coordinate with Finance, Accounting, Purchasing, Administration and HR teams. Supervise use and auditing of Site Quality Assurance and Safety Programs; manage budget expenses / capital planning for the O&M department; prepare specifications, plans and administer Third Party Contracts and other O&M support contracts; work with inspection and overhaul contractors as needed. Work Level 5 (OSHA scale 1 to 6) : tasks with risk controlled by procedures, supervision, safety devices and HSE teams. Exposure to risks including traffic / vehicle accidents and job-related hazards; supervision of inspections, site visits, operations and maintenance activities. Personal Protective Equipment : hard hat, ear protection, safety glasses, safety shoes, dust mask, cotton coveralls, safety gloves, cotton vest, respiratory mask. Qualifications and Experience
Essential : Accredited Engineering degree; demonstrated competence at engineering level with adequate education and training. Experience : At least 10 years in operations and maintenance of a large Power / Water Plant, preferably SWRO; minimum 3 years as Operations Manager or Maintenance Manager; experience in leading people, safety systems, CMMS, budgeting and cross-functional collaboration. Skills : Behavioral competencies including leadership, cross-functional collaboration, ownership, ethics, planning, problem solving, decision making and stakeholder management; English excellent, Arabic a plus; computer literacy in databases, word processing, spreadsheets, presentations and CMMS. External : Owner, Al Jubail International Water Company, SWPC, Saudi Electricity Company, Saudi Authorities, Contractors, Suppliers, Vendors.
