Overview
JASARA PMC is a leading project management consultancy firm, and we are currently seeking a highly skilled and motivated Civil Manager to join our team. As the Civil Manager, you will play a crucial role in overseeing the design and development of various projects, ensuring that they are delivered on time, within budget, and meet the highest quality standards. Working closely with cross-functional teams, you will be responsible for managing the entire design process from conceptualization to execution, responsible for project delivery of consultants and contractors (on cost, on time, and adhering to client requirements and company standards) as well as delivery partner and team performance and outcomes. The role will be instrumental in collaborating with commercial, project management, engineering and design technical leaders to create opportunities for efficiency and innovation. The role is responsible for maintaining compliance with QA / QC procedures, including the deliverables review QA / QC process.

Responsibilities
- The Civil Manager will collaborate with their team, with a focus on delivering innovative solutions that provide superior outcomes. They will provide consistent leadership and will support client focus and responsiveness and will help to ensure we can identify and anticipate client needs.
- Lead and manage the design and construction process from inception to implementation for infrastructure projects comprising various disciplines, including geometric, traffic engineering and pavements.
- Collaborate closely with development teams (architects and engineers), clients, contractors and stakeholders to understand project requirements and create innovative design solutions that satisfy client requirements and comply with local codes and standards.
- Ensure smooth coordination with internal and external design teams to deliver high-quality design documents and drawings while adhering to project timelines, budgets and client quality standards.
- Lead the team to ensure design deliverables are provided by the consultants in accordance with their contracts and district / sub-district program requirements and timelines.
- Perform design reviews and provide guidance and feedback to design teams.
- Conduct regular design review meetings to provide technical guidance and support to clients, consultants, contractors and team members.
- Proactively monitor and track project progress, identify and resolve design-related challenges or conflicts, and report on these in a timely manner.
- Monitor and review design progress, identify issues or risks, and implement effective solutions.
- Maintain meticulous project documentation, including design records, change orders, and necessary approvals.
- Maintain strict compliance with industry standards, codes, and regulations to guarantee project success.
- Collaborate with cross-functional teams, consultants, contractors and stakeholders to ensure effective coordination and integration of design elements from design through construction to handover.
- Compile and present reports and visual presentations regarding designs, design reviews, cost analysis and progress on project tasks.
- Setup and chair meetings with the client, consultants, design team and stakeholders and capture meeting minutes as necessary.
- Oversee and manage all project interfaces within the delivery program.
- Prepare and present design reports, presentations, and recommendations to stakeholders.
Requirements
A 4-year Bachelor's degree in Civil Engineering is necessary.An Engineering Master's degree is desirable.Registration as a Chartered Civil Engineer is necessary (or similar).Registration as a Project Management Professional (PMP) is desirable.Must have a minimum of 10 years of project management and design experience, specifically in managing the design and implementation of roads and highways transportation engineering projects.Preferred candidate will have management experience in the design and implementation of roads and highways transportation infrastructure comprising various disciplines, including geometric, traffic engineering and pavements (preferred).Design experience in wet utilities would be an advantage.Experience in design, detailed reviews, documentation, specifications, project management and staff coordination is necessary.Strong knowledge of design principles, techniques, and best practices related to roads and transportation engineering.Proficiency in using engineering design software and related tools, as necessary.Proven track record of delivering complex projects on time and within budget is necessary.Experience coordinating and executing design activities, managing design consultants, engaging with stakeholders and coordinating design team members is crucial.Strong leadership and management skills with the ability to lead and motivate a team.Excellent communication and interpersonal skills to collaborate with clients, consultants, contractors, multi-disciplinary teams and stakeholders.Strong problem-solving and analytical skills with attention to detail.Ability to work under pressure, meet tight deadlines, and multi-task in a fast-paced environment with minimal supervision.Knowledge of relevant industry and local standards, codes and regulations.Seniority level
