Job descriptionBachelor's in Engineering, Business, or Public Administration (MBA or Master's in Project Management preferred) PMP certification plus at least one of : PgMP, PMI-PfMP, PRINCE2 Practitioner, or MoP Lean Six Sigma Green Belt advantageous 10+ years establishing or transforming PMOs / RDOs Minimum 3 engagements in public sector or GCC region Proven experience designing governance frameworks covering decision rights, escalation, KPIs & risk control Demonstrated track record delivering diagnostics and operating model design in multi-stakeholder environments Strategic Analysis & Benchmarking : Distilling complex qualitative & quantitative inputs into clear insights Operating Model Engineering : Organizing people, processes & data flows into coherent, scalable frameworks Governance Design : Establishing decision authorities, cadence, RACI and reporting standards that drive accountability Stakeholder Engagement : Building trust across senior leadership, external partners, and technical teams Risk-Informed Planning : Integrating risk registers, mitigation tactics, and scenario thinking Communication Excellence : Producing bilingual deliverables, facilitating workshops, and presenting to executive boards
Our client, a leading organization in Saudi Arabia, is establishing a high-impact Results-Delivery Office (RDO) to enhance strategic initiative monitoring and delivery. We're seeking an experienced PMO expert to design and implement a world-class governance framework tailored to regional requirements.
Role Purpose
Provide end-to-end expertise across diagnostics, operating model design, and governance architecture to ensure the new RDO can effectively monitor, steer, and escalate strategic initiatives while embedding best-practice PMO standards.
Key Objectives
- Current-State Assessment : Deliver evidence-based diagnostic of existing strategy-delivery capabilities, benchmarked against leading organizational PMOs
- Target Operating Model & Governance : Design future-state RDO structure, processes, decision rights, and templates that integrate seamlessly with existing organizational layers
- Implementation Roadmap : Translate design into phased, resource-loaded plan with milestones, KPIs, and risk mitigations
