Role Summary
We are seeking a highly experienced and proactive Senior Cost Control Engineer to join our dynamic project management team. The ideal candidate will be responsible for overseeing all cost engineering functions for major capital projects, ensuring financial objectives are met through meticulous budgeting, forecasting, and cost management. You will play a pivotal role in providing strategic insights to project leadership, mitigating financial risks, and driving cost efficiency without compromising on quality or safety.
Responsibilities
Develop, implement, and maintain the project's Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS). Prepare, manage, and update detailed project budgets and cost baselines throughout the project lifecycle (FEED, Detailed Design, Construction, Commissioning). Implement robust cost control procedures and systems to monitor all project expenditures, including direct costs, indirect costs, and contingency. Analyze cost performance, identify trends, variances, and potential deviations from the budget, and investigate the underlying causes. Prepare accurate and timely cost forecasts, Estimate To Complete (ETC), and Estimate At Completion (EAC) reports. Review and validate contractor and vendor payment applications, invoices, and change orders for accuracy and alignment with contract terms. Manage the change control process, evaluating the cost impact of variations and claims, and providing negotiation support. Liaise with project planning engineers to integrate cost and schedule data for Earned Value Management (EVM) analysis. Prepare comprehensive weekly and monthly cost reports for project managers, senior management, and clients. Provide strategic advice and risk analysis to support critical decision-making. Mentor and guide junior cost control staff within the team.
Qualifications
Bachelor’s degree in Engineering (Civil, Mechanical, Chemical), Quantity Surveying, or a related field. Minimum of 10+ years of proven experience in a cost control or cost engineering role, with at least 5 years in a senior capacity. Must have direct hands-on experience managing costs on large-scale water, wastewater, pipeline, or heavy civil infrastructure projects. Experience with EPC (Engineering, Procurement, Construction) or EPCM contracts is essential. A recognized professional certification such as CCP (Certified Cost Professional) from AACE International and / or PVM (Planning and Value Management) or MRICS from the Royal Institution of Chartered Surveyors (RICS) is highly desirable and often required. Mastery of industry-standard cost management software (e.g., Oracle Primavera P6, EcoSys, SAP ERP, or similar) is mandatory. Must have demonstrable, hands-on experience implementing and managing EVM methodologies to integrate cost and schedule performance. Strong ability to develop detailed cost models, forecasts (ETC, EAC), and cash flow projections. In-depth knowledge of contract types (Lump Sum, Unit Rate, Re-measurable, Cost Plus) and experience managing claims, variations, and change orders.
