James L. Williams is seeking an experienced Senior Welfare Officer to oversee and implement welfare standards across its project sites in the Kingdom of Saudi Arabia. The role is responsible for ensuring compliance with internal welfare requirements and international labour standards across all subcontractors and site operations.
Key Responsibilities
Monitor subcontractor compliance with company welfare policies, including payroll, working hours, overtime, wage slips, passport handling, and employment contracts.
Conduct monthly audits of subcontractors’ documentation and practices to verify alignment with welfare requirements.
Carry out regular inspections of living conditions, transportation, and timesheets to ensure welfare standards are being met.
Ensure workers receive timely and accurate wages, appropriate overtime payments, and itemized payslips.
Conduct worker interviews to confirm compliance and identify any concerns or violations.
Manage a confidential grievance mechanism and ensure timely and fair resolution of complaints.
Oversee access to safe and hygienic accommodation, meals, medical care, transportation, and proper rest breaks.
Deliver training sessions and awareness programs for subcontractors and workers on welfare practices and rights.
Maintain detailed records of audits, inspections, grievances, and corrective actions.
Candidate Requirements
Bachelor’s degree in Human Resources, Law, Social Work, or a related field.
Minimum of 8 years’ experience in worker welfare, HR, or labour compliance within the construction or industrial sector.
Strong knowledge of labour welfare practices and international labour standards.
Fluency in English and Arabic is required.
Ability to communicate in Bengali and / or Urdu.
Proven ability to manage site-based welfare operations, with strong auditing and reporting skills.
Familiarity with biometric attendance systems and payroll review processes is an advantage.
This role will be based at project sites and will work closely with the Project Director, Human Resources, Compliance, and HSE departments to support continuous improvement in welfare practices, ensure ongoing compliance, and promote the fair and respectful treatment of all workers involved in project delivery.
