Head of Debt Capital Markets, Saudi Arabia Coverage, Global Investment Bank, Riyadh The Head of Debt Capital Markets - Saudi Arabia will lead the origination and execution of all DCM activities in the Kingdom, focusing on both conventional bonds and Sukuk issuance for corporate, sovereign, and financial institution clients across all major currencies. The role involves strategic leadership, regulatory alignment, and close engagement with clients, investors, and global teams to drive business growth and market share.

PROJECT MANAGEMENT

Strategic Leadership & Client Coverage : Formulate and execute Saudi Arabia’s DCM strategy in line with wider regional and global goals, while leading coverage efforts for GREs, large corporates, financial institutions, and sovereign / quasi-sovereign entities.

Lifecycle Management & Distribution : Oversee the entire issuance process—pitching, documentation, regulatory approvals, investor engagement, and pricing across all currencies. Develop and supervise local fixed‑income distribution capabilities, and manage outreach to investors and lenders through roadshows, presentations, and marketing.

Advisory & Pricing Expertise : Guide clients on optimal funding strategies, market timing, capital solutions, rating advisory, and documentation structures. Evaluate client financial and risk profiles, lead due diligence, and develop indicative pricing based on trade points to propose terms over various maturities alongside syndicate partners.

Compliance & Documentation Oversight : Ensure products and services meet client needs while aligning with audit, compliance, and Sharia requirements. Monitor market environments and policy changes, manage risk and anti–money laundering procedures, and review legal documents—interacting with internal and external counsel to ensure consistency in offering materials.

BUSINESS DEVELOPMENT

Promotes Saudi Arabia's DCM solutions to clients through leading pitches, roadshows, and marketing activities to achieve business growth and meet sales / revenue targets.

Manages the identification of business opportunities, ensuring consistency of coverage and maintaining high standards of execution.

Leads on business development initiatives and product development within the DCM (e.g., Public Bonds, Project Bonds).

Identifies and ensures cross‑selling opportunities through cross referral to key product partners.

CUSTOMERS / STAKEHOLDERS

Manage key relationships with internal and external stakeholders, developing strong working relationships with :

Internal : Finance Function, Internal Audit, Risk and Compliance, Marketing, and relevant Boards.

External : Clients, Coverage Partners, Consultants, industry bodies, regulators, governments and their agencies, international and local banks, and funding organizations.

Work closely with Product and Service heads to ensure cross‑selling opportunities and efficient operations, high service quality and client satisfaction.

Coordinate with Global office teams to leverage experience in markets and industries for the highest level of knowledge and customer service.

OPERATIONAL EFFECTIVENESS & CONTROL

Manage processes, infrastructure and resources needed to deliver agreed team plans and targets, identifying and implementing improvements to maximize end‑to‑end integration, effectiveness and efficiency.

Maintain a robust and efficient control environment across DCM to ensure good operational, financial and project management and compliance with policy and procedures, with early identification and effective resolution or escalation of issues.

Lead the development, implementation and maintenance of a regional DCM management information, analysis and reporting framework that supports timely and effective business management and decision making at all levels.

Lead the implementation and oversight of DCM policy and governance frameworks, procedures, practices and standards to ensure quality, effective risk management and regulatory compliance.

QUALIFICATIONS

Bachelor’s degree in Finance / Business Management is required.

Master’s degree in Finance / Business Management preferred.

Chartered Financial Analyst (CFA) is preferred.

EXPERIENCE

12 years of relevant experience with at least 5 years in a similar role.

Experience in DCM in Saudi or within the region with a strong focus on international DCM expertise.
