The purpose of the Senior I&C Engineer (PMC) is to act as the technical authority and client representative for all instrumentation and control system activities, ensuring the pipeline and reservoir contract is delivered with robust, compliant, and seamlessly integrated I&C solutions that support safe, efficient, and sustainable operations.

Functional Responsibilities

Review and approve contractors’ I&C designs, datasheets, drawings, and material submittals.
Ensure compliance with specifications, international codes (IEC, ISA, ISO), and project contract requirements.
Provide technical guidance on the selection and application of field instruments, transmitters, analysers, and control devices.
Oversee the integration of instrumentation systems with SCADA, PLC, RTU, and DCS platforms.
Ensure seamless interface between instrumentation, mechanical, and electrical systems across pipelines, pumping stations, and reservoirs.
Supervise and witness Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), loop checks, calibration, and system commissioning.
Ensure contractors follow approved Inspection & Test Plans (ITPs) and method statements.
Monitor contractors’ compliance with I&C specifications, project schedule, and quality standards.
Recommend corrective actions and support issue resolution with contractors and vendors.
Review and validate O&M manuals, system schematics, and control logic documentation.
Coordinate with engineering, SCADA, electrical, and mechanical teams to align I&C deliverables with overall project execution.
Engage with vendors and equipment suppliers for technical compliance and performance validation.
Support the client in benchmarking against the best international practices for water sector I&C systems.

Technical Competence

Technical Submittals & Approval Workflows – I&C drawings, datasheets, ITPs, and method statements reviewed via EDMS.

Progress Reports & Dashboards – Periodic updates to client and PMC management on I&C deliverables and commissioning milestones.

Coordination Meetings & Workshops – Interface sessions with engineering, contractors, and vendors to resolve design and integration issues.

FAT / SAT & Commissioning Records – Formal documentation and reports submitted for system acceptance.

Conduct regular inspections, audits, and technical reviews to identify gaps or risks.

Training & Handover Documentation – O&M manuals, calibration records, and training materials for client operations teams.

Promote adoption of advanced instrumentation technologies, digital sensors, and intelligent field devices.

Instrumentation & Control Expertise – Mastery of field instrumentation, transmitters, analysers, and control system integration.

Systems Integration – Skilled in aligning I&C systems with SCADA, PLC, RTU, and electrical / mechanical disciplines.

Testing & Commissioning – Strong capability in loop checks, FAT / SAT, calibration, and commissioning activities for utility infrastructure.

Regulatory & Standards Knowledge – In-depth understanding of IEC, ISA, ISO, and Saudi regulatory requirements, including cybersecurity standards.

Qualification

Bachelor in Electronics Engineering or Communications Engineering
