MISSIONS / SERVICE DIMENSIONS
The service holder will ensure all construction works are executed safely, on schedule, and with the required quality to allow for a smooth transition to completion activities.
Ensure the construction works are prepared and executed in compliance with :
Supervise Contractors Construction supervision
Control the contractor's performance in the execution of the construction :
Document and record all correspondences relating to construction.
The service holder will be part of the construction team attached to the Company PMT entity following the EPCC Contractor the entity is assigned to. This team includes the main project disciplines and interacts mainly with the project organization in the EPCC package (management, process, project - construction, commissioning, HSE, quality, business administrator, etc.) as well as with other out of package Company entities like PMT Engineering Core Team, interface, project quality, HSE, commissioning, and operating Departments.
The project specifications and standards are the company's technical referential developed by Shareholders for the JV from their respective technical referential.
ACTIVITIES
The expert will implement adequate supervision and control for the works, in order that all construction activities are executed in accordance with the overall Package schedule.
1. Review and comments Contractors JSA - Method statements.
2. Review and comments the Contractors work schedules.
3. Plan and monitor the adequacy of Site supervision activities.
4. Manage Construction Supervisors daily and ensure there is adequate field surveillance of contractor's construction activities.
5. Implement the Site Safety walk, involving the EPC Contractor, and subcontractors' representatives.
6. Ensure all construction activities are achieved within schedule and comply with health, Safety, Environmental and Quality requirements.
7. Participate in the site progress weekly review.
8. Review and comment the Weekly and monthly progress report.
9. Address timely any performance deviation with Contractor's superintendents.
10. Identify key risks to delivery and ensure adequate risk mitigation or contingency plans are in place. Report to the Package Management any concerns.
11. Manage sub system and system handover to Commissioning Team and manage Punch Lists. Comment and endorse completion certificates.
12. Attend all meetings related with construction activities as defined by Package Management.
13. Plan and participate in periodic construction Audits for the works.
14. Monitor audit conformance and expedite corrective action on deviations and non-compliance on works.
15. Interact with HSE and Quality on weekly basis to address open observations.
16. Coordinates with Petchem (operations) the ergonomic reviews on Site.
17. Coordination with the Construction Managers / superintendents of other Packages to ensure activities are complete on schedule to allow the correct interfaces and interactions to run smoothly.
18. Follow up on inspections and testing relating to Quality Control and follow up Inspection work and manage resulting remedial work demands for Construction.
19. Provide input on Civil / Structural steel construction to post project reviews and close-out reports / meetings.
ACCOUNTABILITIES
1. To ensure that all construction activities are performed in safe conditions and that adequate work risk assessments have been performed before activities start.
2. To ensure that the construction area, TCF and access routes are maintained to the highest level of housekeeping, and that sustainability is a recognized value within the construction activities.
3. To ensure the quality of the construction execution are compliant with the requirements of codes, project specifications, technical referential, contract, international codes, and local regulations.
4. To ensure adequate supervision of the construction activities performed by EPCC contractor and their subcontractors.
CONTEXT & ENVIRONMENT
The company and Saudi Aramco are developing a new petrochemicals expansion project in the Kingdom of Saudi Arabia integrated with their existing joint venture that is a world-class refinery operated since 2014. It is flagship megaproject for the two Companies, and is an important deployment step in the group strategy to develop fully integrated production sites.
The project is run through the JV company located in the east coast of the KSA, and as such all the project personnel are seconded to company.
The project is a highly complex petrochemicals program including multi EPCC packages, connected to the company's refinery and interfacing with several downstream new investors and several third-party stakeholders located in the industrial area Jubail 1&2 and King Fahd Industrial Port. The project includes a mixed-feed steam cracker that will produce 3.5 MT / y of chemicals, related high added value petrochemicals and HDPE units, with all supporting utilities, storages, off-sites, and buildings.
The overall CAPEX of the project is >
10.0 Bn, with investors bringing an additional $ 3Bn, to be developed over a period of 4.5 years. The EPCC contract scope of work represents 100 million manhours and 25,000 workers at peak.
The execution of the packages (EPCC Lump Sum Contracts) will be supervised by the shareholders through a project management team (PMT) staffed by secondees from company, Saudi Aramco, and external supplemental employees into several entities dedicated to the program, to handle financing aspects, business development, logistics, interface with authorities, operations, and execution, and follow EPCC package Contractor activities. The PMT team is expected to peak at 350 persons and will be based in Europe, Korea and in the Kingdom of Saudi Arabia during 12-24 months for the detailed engineering phase, before being fully relocated in Jubail industrial area adjoining the construction site, for the completion of the detailed engineering, construction, commissioning, and start-up activities.
The project scope is divided into a PMT general Entity and 7 EPCC packages with PMT representatives.
