Job Location : Riyadh, Kingdom of Saudi Arabia

Job Purpose

The Director of Strategy and Policy Department is responsible for developing and implementing the Commission's strategic direction to enhance the efficiency of the architecture and design sector. This involves translating the Commission's roles into actionable initiatives and projects, designing supporting elements such as execution plans, annual budgets, and operational models. The role also includes developing initiative concepts, analyzing the sector's regulatory environment, and proposing new systems, regulations, and policies. Furthermore, the department is tasked with measuring the Commission's performance, collecting and analyzing sector data, and generating performance reports for both the Commission and the broader sector.

Responsibilities

Leadership / Supervisory Duties

  • Develop internal plans for team-building and continuous learning to ensure high-quality outputs.
  • Manage and oversee the performance of subordinate organizational units, including reviewing and approving reports and deliverables.
  • Set annual departmental objectives and KPIs, ensuring alignment with higher-level strategic goals, and monitor their implementation, taking corrective actions as needed.
  • Approve the department's annual budget and ensure staff operate within allocated resources through defined responsibilities and targets.
  • Prepare the department's operational plans to achieve strategic goals and ensure appropriate execution measures are in place.
  • Implement approved policies and procedures and adhere to designated processes to achieve departmental objectives.

Core Duties

  • Execute approved departmental policies and procedures to achieve desired goals.
  • Comply with internal cybersecurity policies and regulations.
  • Perform any additional duties as assigned by the direct supervisor.

    • Strategy and Policy Development

  • Lead the identification of sector service needs, the development of new services, and the improvement of existing services offered by the Commission.
  • Develop regulatory frameworks in alignment with relevant entities and central government bodies.
  • Regularly conduct assessments and benchmarking to identify sector opportunities and gaps, ensuring coordination with the Ministry of Culture's Strategy and Policy Department.
  • Lead the analysis of the sector's regulatory environment, proposing laws, regulations, and policies, and identifying and prioritizing key sector policies for development and implementation after obtaining necessary approvals.
  • Lead the continuous review and updating of the Commission's strategy, collaborating with departments to develop initiative-specific strategies.
  • Lead the development of initiative concepts and their associated projects.
  • Lead the creation of the Commission's annual execution plans.
  • Lead the preparation and tracking of the Commission's annual budget, generating relevant reports for leadership.

    • Sector Performance Management

  • Lead the development of key performance indicators (KPIs) for the sector, setting targets, and establishing a systematic monitoring mechanism, presenting performance reports to the Commission's leadership.
  • Lead the development of Commission-level KPIs and ensure they are cascaded to relevant departments and initiatives.
  • Lead the development of reports based on sector data and share them with stakeholders.
