Job Description :

As the Senior Procurement Manager for a mega-project, you will be a strategic leader responsible for developing, implementing, and governing the end-to-end procurement strategy for complex, multi-billion-dollar design and construction packages. Operating within a highly mature Project Management Office (PMO) environment, you will translate project delivery objectives into actionable sourcing strategies, ensuring optimal value, risk mitigation, and compliance across the entire supply chain.

This executive-level role demands a track record of successfully managing procurement for large-scale infrastructure, entertainment, or real estate programs in the Middle East, with a strong focus on strategic planning and governance.

Key Responsibilities

Strategic Sourcing & Procurement Leadership (Strategy Focus)

• Develop Mega-Project Procurement Strategy : Formulate and execute a cohesive, long-term procurement and contracting strategy that is fully integrated with the overall program master schedule, budget, and engineering / design requirements.
• Market Intelligence & Risk : Conduct deep market analysis and supply chain development, identifying strategic sourcing opportunities, geopolitical risks, and supply chain dependencies (Tiers 1-3).
• Tendering & Negotiation : Lead complex, high-value tender processes (EOI, Prequalification, RFP, Award) and personally conduct high-stakes commercial and contractual negotiations with major international and local contractors / vendors.
• Value Optimization : Drive significant cost savings and value through strategic sourcing, contract optimization, and rigorous price assessment, ensuring best value for money for the client.

PMO Integration and Governance (PMO Focus)

Experience & Qualifications
