Job Summary :

This job requires relocation to Saudi Arabia for 12 months.

We are seeking an experienced Data Governance Expert to define and enforce robust data governance frameworks in line with NDMO and PDPL regulations. This role involves leading the creation of policies, standards, and procedures for data quality, access, and stewardship, while ensuring compliance across telecom data domains. The ideal candidate brings a strong understanding of telecom data, experience with governance tools (especially Informatica), and leadership in driving data accountability and awareness across business units.

Key Responsibilities :

  • Define and implement data governance frameworks aligned with national regulatory standards such as NDMO (National Data Management Office) and PDPL (Personal Data Protection Law) .
  • Develop and maintain policies and procedures for :
  • Access control
  • Data lineage and traceability
  • Stewardship and data ownership
  • Set up and manage business glossaries , data catalogs , and metadata standards using tools such as Informatica Axon , EDC , or similar.
  • Establish and monitor data quality SLAs , data certification processes , and issue management workflows .
  • Support and implement a data ownership model , assigning responsibilities and stewardship roles across domains.
  • Lead compliance monitoring , data audits, and incident handling in coordination with legal and security teams.
  • Conduct training programs , workshops , and awareness campaigns to build data governance maturity within the organization.
  • Provide governance support across key domains such as CVM, AI, reporting, usage data, and billing .

Required Skills & Experience :

  • 8–12 years of experience in data governance, data quality, and compliance , preferably within telecom environments.
  • Deep understanding of NDMO and PDPL compliance requirements and their implementation in data platforms.
  • Strong hands-on experience with Informatica governance tools (e.g., Axon , EDC , Data Quality , Secure Source ).
  • Knowledge of data privacy , access control frameworks , and role-based data security .
  • Experience in establishing and operationalizing data catalogs, glossaries , and lineage tracking .
  • Ability to collaborate with business, legal, security, and IT teams to enforce governance and accountability.
  • Excellent communication, documentation, and stakeholder management skills.

    • Preferred Qualifications :

  • Master’s degree in Information Management, Data Governance, or a related field.
  • Telecom industry background with understanding of OSS / BSS systems, customer and network data domains.
  • Certifications such as DCAM , DAMA-DMBOK , or CDMP are a plus.
