The Municipality Director leads Leader Systems’ strategic growth and delivery efforts within the municipal and smart city sector .
He / she acts as the sector head responsible for aligning Leader’s solutions with the priorities of Vision 2030 , MOMRAH , and Balady initiatives — driving digital transformation, operational efficiency, and sustainability across Saudi municipalities.
This role connects business strategy, client engagement, and solution coordination , ensuring that Leader Systems becomes a trusted partner to municipalities in their modernization journey.
1. Municipal Strategy & Vision Alignment
Interpret and translate Vision 2030 , MOMRAH , and Balady directives into actionable business opportunities.
Maintain an in-depth understanding of Saudi municipal priorities in digital transformation, waste management, environment, and citizen services.
Develop and implement a sector growth plan aligned with national and regional urban development programs.
2. Solution Coordination
Map Leader Group’s capabilities (e.g., solid waste management, smart lighting, ERP systems, chatbots, GIS) to the specific needs of municipalities .
Work cross-functionally with consulting, infrastructure, and software teams to design tailored municipal solutions.
Ensure that solutions meet regulatory standards and respond effectively to each city’s operational maturity.
3. Client Coverage & Relationship Management
Act as the industry lead and main point of contact for all municipalities across the Kingdom.
Collaborate with the sales team to prioritize and manage key accounts such as EPM, Hail, Jazan, and Hafr Al-Batin municipalities .
Build trusted relationships with MOMRAH , regional municipality leaders, and public service stakeholders.
4. Cross-Sector Project Coordination
Work with LeCon on physical and infrastructure-related projects (e.g., landscaping, smart assets).
Coordinate with LeSaaS on cloud-based municipal solutions , software platforms, and digital applications.
Ensure smooth cross-company collaboration and consistent delivery across projects and sectors.
5. Regulatory & Funding Awareness
Stay informed on budget cycles, PPP models, RFP schedules, and MOMRAH funding mechanisms .
Advise the company on public-private partnership (PPP) opportunities and upcoming tenders.
Ensure that Leader Systems’ solutions and proposals align with governmental digital transformation frameworks.
6. Solution Customization
Guide how Leader Systems’ software, consulting, and infrastructure offerings should be configured to fit different city sizes and categories (small, medium, mega cities).
Support pre-sales and technical teams in customizing solutions for municipal operations, citizen engagement, and e-services.
7. Awareness & Change Management Campaigns
Collaborate with the communications and consulting teams to develop awareness campaigns for municipal transformation initiatives.
Support municipalities in driving citizen adoption of new digital services and operational reforms.
Own and manage the pipeline of municipal transformation projects , ensuring Leader’s solutions are ready, competitive, and aligned with upcoming tenders.
Work with business development and PMO teams to maintain visibility over RFPs, project readiness, and consulting demand.
Report pipeline progress and strategic opportunities directly to the CEO / CSO.

Alignment with MOMRAH / Vision 2030 targets
Bachelor’s degree in Public Administration, Engineering, Urban Planning, or Information Systems.
Master’s degree (MBA, MPA, or related) preferred.
10–15 years of experience in municipal management, government technology, or digital transformation.
At least 5 years in a senior leadership role working with municipalities or public sector projects in Saudi Arabia.
Strong background in system integration, smart city programs, or digital governance initiatives.
Deep understanding of MOMRAH, Balady platforms, and Vision 2030 municipal transformation programs.
Fluent in English (mandatory); Arabic strongly preferred.
Strong strategic, analytical, and leadership capabilities.
Excellent stakeholder management and public sector communication skills.
Solid understanding of municipal operations, funding cycles, and digital solutions .
Ability to bridge business, technology, and government needs .
Customer-oriented, collaborative, and results-driven.
