The Senior Manager will lead, inspire and drive the safe and timely delivery of the Design & Engineering of the Vertical Links Project. This includes championing health, safety, and security, demonstrating Qiddiya values, and ensuring project schedules, budgets, and resources are effectively managed in collaboration with discipline leads, contractors, and stakeholders.

Key Responsibilities

  • Drive scope completion to agreed timeframes and budgets, proactively resolve risks and roadblocks, and maintain strong stakeholder engagement.
  • Oversee scope management, constructability, contract alignment, change control, and cross‑functional coordination.
  • Support procurement and commercial teams, implementing best‑practice project management processes.
  • Align delivery with Qiddiya’s and TBU strategic objectives, ensuring the project work is completed to the highest standards of safety, quality, and performance.
  • Develop and maintain the Safety Case, commissioning compliance, document control, and the Golden Thread, including training and O&Ms.
  • Lead the health, safety, wellbeing and security culture on the project, conducting safety investigations, inspections and audits.
  • Integrate a ‘Customer‑first’ approach into all aspects of project planning, decision‑making, and delivery.
  • Model Qiddiya values, motivating a high‑performance culture with clear direction, continuous feedback, and recognition of exceptional performance.
  • Collaborate with discipline leads and internal stakeholders on the Research & Development of a deliverable design solution.
  • Develop, communicate and routinely review robust project delivery plans covering all aspects from preparation to close‑out.
  • Manage project delivery by ensuring collaborative and proactive communication with contractors, consultants and key on‑site interfaces.
  • Implement and maintain project management processes, tools, and best practices for transparency, accuracy and continuous improvement.
  • Lead collaboration with cross‑functional teams and internal / external stakeholders to facilitate information flow and coordinate project activities.
  • Support the commercial team in meeting contractual requirements by supplying evidence, identifying risks and highlighting opportunities.
  • Contribute to the procurement process by developing detailed scopes of work and facilitating market engagement with appropriate designers, contractors and delivery partners.
  • Ensure all documentation is captured in the digital document control process in Aconex, providing support and enforcing discipline as required.
  • Conduct thorough reviews of design documents to ensure compliance with contractual obligations and project specifications.
  • Participate in and lead a wide range of activities including design meetings, value engineering sessions, problem‑solving discussions, design reviews, site inspections, presentations, contract and claims negotiations, and public outreach events.
  • Maintain awareness of industry trends, regulations and best practices to continuously enhance project delivery.
  • Conduct post‑project reviews and retrospectives to capture lessons learned and identify opportunities for improvement.
  • Develop the Safety Case, commissioning compliance and certification to operate, fully inclusive of regulatory bodies and local standards.
  • Manage document control, delivery of the Golden Thread including training, O&Ms and risk management through ARM.

Qualifications

  • Bachelor’s degree in Civil Engineering, Project Management, Risk Management, Property Management & Construction or a related field.
  • Higher National Diploma : Engineering, Project Management, Construction Management or equivalent (engineering / building professional : ICE, RICS or similar).
  • Project Management Professional (PMP) and other relevant project management and professional engineer accreditation (e.g. Prince2, AgilePM) – desirable but not mandatory.
  • 10+ years of experience in project management, leading complex design projects from initiation to completion within a construction environment.
  • Proven ability to manage multiple projects simultaneously, controlling design, scope, schedule, budget, and resources using appropriate digital tools.
  • Proven ability to manage complex multi‑disciplinary teams.
  • Proven ability to research & develop innovative solutions.
  • Proactive and delivery‑focused, with a strong ability to align stakeholders around a common vision.
  • Skilled in mentorship and coaching to support professional growth of junior colleagues.
  • Flexible and adaptable to changing business needs, with the ability to prioritize workloads and meet tight deadlines.
  • Strong written and verbal communication skills in English.
  • Proficiency in enterprise‑level management software such as Microsoft Project, Primavera, Aconex or equivalent.
  • Experience in managing teams delivering results in a collaborative, cross‑departmental environment.
  • Excellent problem‑solving, decision‑making and conflict resolution abilities.
