Full Time Program context :

The Senior Governance Advisor leads governance strategies across RIPA-North, a USAID-funded multi-year activity (RIPA-North; started Feb 2020; end date expected Aug 2025 with potential follow-on funding). RIPA-North covers 22 woredas in Somali, Afar and Oromia regions, with five components including a crisis modifier and governance-focused activities. Essential Job Responsibilities

Strategy and vision Develop a strategy for influencing government institutions to invest in community DRM and rangeland management plans. Develop a strategy and roadmap for government ownership and financing of climate information services. Review the sustainability prospects of key community governance institutions and develop a plan to improve sustainability. Program management Collaborate with component teams and field teams in day-to-day coordination with regional government officials and community structures on program delivery, planning, capacity strengthening, and measurement. Support integration of cross-cutting aspects (gender equality, peace building, social cohesion, youth, climate adaptation, resilience) into country-level institutional strengthening strategy. Support field teams in socialization with government stakeholders, traditional leaders, local civil society, and other relevant partners to secure support and approvals for RIPA programs. Lead implementation of country-level context and government capacity assessments, including managing staff / consultants and coordinating with Mercy Corps / CARE and partners. Prepare regular country context updates and advise on how governance planning and budgeting cycles affect implementation. Refine regional strategies for community mobilization and engagement in governance processes. Develop / strengthen community mobilization and government capacity in engagement skills (facilitation, consultation, negotiation, participatory planning and budgeting). Mentor officials in good governance and conduct regular awareness-raising with government and communities on DRM, NRM, gender and nutrition planning. Support Learning Systems Strengthening and maintain monitoring of governance performance at the field office level. Design and facilitate community and government learning events to review progress and address challenges. Contribute information on partner activities to support program coordination at household and community levels. Convene and facilitate meetings across governance structures to promote communication and collaboration among authorities. Lead governance knowledge management and documentation activities with the CO and field offices. Collaborate with CLA team to document governance practices and outcomes. Prepare written reports on program activities and impacts; participate in the agency-wide governance practitioners learning network. Share lessons from Mercy Corps and CARE programs with governance stakeholders including government partners.
