Construction Strategy Manager-PMC We are seeking an experienced and results‑driven Oil and Gas Construction Manager to oversee the planning, execution, and completion of construction projects within Saudi Arabia. As an integral member of a multi‑discipline team, the candidate will become fully aware of the FEED & EPC schedule, site activities, and project goals. The role requires establishing and maintaining a good working relationship and communication with other site team members, advising on areas of concern in terms of constructability, and taking an active role in the implementation and closure of constructability action items. The manager will participate in the resolution of design‑related issues and ensure construction considerations are implemented into the design. As a member of the KBR team, the manager will foster and maintain the one‑team approach and take an active role in the health, safety, and welfare of all project personnel.

Responsibilities
Project Planning & Execution
Provide constructability reviews and input into engineering design.
Support development of construction execution strategy, including site logistics, temporary facilities, and early works.
Participate in risk assessments and mitigation planning.
Review and validate construction‑related deliverables (e.g., plot plans, access routes, lifting studies).
Collaborate with engineering and procurement teams to identify long‑lead items and construction‑critical materials.
Contribute to development of the project schedule and resource plan.
Lead site mobilization and oversee construction activities in alignment with the approved execution plan.
Manage contractors and subcontractors to ensure compliance with safety, quality, and schedule requirements.
Monitor progress and performance, reporting regularly to PMC leadership and client.
Ensure timely resolution of site issues and interface coordination.
Support commissioning and handover activities.
HSE
Drive engineering solutions that promote safe, quality‑driven construction execution methods.
Actively participate in the KBR Zero Harm safety program.
Lead project constructability program for all projects in the Khobar office.
Ensure compliance with industry regulations and company HSE policies.
Conduct risk assessments, implement safety protocols, and lead incident investigations as needed.
Maintain environmental standards, including spill prevention and waste management, in line with local and international regulations.
Participate in safety inspections and audits of Contractor’s fabrication and erection facilities.
Team Leadership
Manage and motivate on‑site construction teams, subcontractors, and vendors to achieve project milestones.
Foster a culture of safety, collaboration, and accountability among project personnel.
Resolve conflicts and address performance issues promptly to maintain productivity.
Budget & Cost Control
Monitor project expenditures, identify cost‑saving opportunities, and manage change orders to stay within budget.
Prepare and present regular financial reports to stakeholders, highlighting cost performance and forecasting.
Stakeholder Management
Liaise with clients, regulators, and community stakeholders to address concerns and ensure project alignment with expectations.
Provide regular progress updates to senior management and clients, ensuring transparency and alignment.
Quality Assurance
Oversee quality control processes, including inspections, testing, and commissioning of oil and gas infrastructure.
Ensure all deliverables meet industry standards (e.g., ASME, ANSI) and client specifications.
Risk Management
Identify and mitigate project risks, including schedule delays, supply chain disruptions, and geopolitical challenges.
Develop contingency plans to address unforeseen issues, such as weather disruptions or equipment failures.
Internal Interfaces
Project discipline engineering, procurement, commissioning, and client stakeholder teams.
External Interfaces
Contractor’s engineering and construction personnel
Vendor representatives
Operations personnel
Transportation contractor
Qualifications and Experience
Engineering degree in an appropriate engineering subject or equivalent experience. A master’s degree or PMP certification is a plus.
Minimum 15 years’ experience working in a greenfield construction background. At least 5 years’ experience in brownfield.
Experience in construction planning based on design drawings; review of EPC schedule to ensure correct sequence and duration of construction activities.
Demonstrated ability to work with engineering team and review design drawings from a constructability perspective.
Provide input to estimator & scheduler for construction man‑hours and review construction labor estimate.
Good interpersonal skills with the ability to communicate clearly at all levels in English.
Excellent organizational skills.
Intimate knowledge of and the ability to use Microsoft computer programs.
