Job Purpose
- To provide procurement expertise and assists stakeholders to plan, develop, source, and manage procurement arrangements to effectively meet departmental and business objectives.
Responisibilities
Assist Department head in prepare the department budget by conducting analysis and gathering data related to specific elements.Support department head in monitor the financial performance of the Department against budgets so that areas of unsatisfactory performance are identified and rectified promptly and potential performance improvement opportunities are capitalized upon.Participate in developing a procurement culture by building and maintaining solid relationships across the organization to identify opportunities in order to reduce costs and increase service levels.Supervise and support the purchasing of materials and services necessary for operation of the organization, including ensuring adequate supply and timely receipt.Review of the existing purchase ordering process, identify, and guide implementing continuous improvements where necessary to ensure costs are monitored, reviewed, and controlled within budgetary constraints and in line with AJVA’s policies & leading marketing best practices.Provides procurement support and services for AJVA users to determine means and methods for requesting and completing procurement orders of commodities, materials, supplies and equipment.Support in developing and reporting on key business metrics that accurately measure the company's purchasing cycle and supplier performance.Review and recommend change in contracts and agreements to ensure all contracts and agreements are executed and renewed on time and proper maintenance of its records database.Support department manager with cross-functional efforts to identify and implement cost reduction opportunities including, but not limited to, renegotiation of more competitive rates, reduction of supply complexity and demand management.Maintain strong focus on cost control, continuous process improvement, and customer satisfactionUse Vendor Management best practices to build a mutually strong relationship with vendors ensuring better and cost-effective services to AJVA.Review, update and maintain a comprehensive database of vendor / supplier contract and protocol for ongoing supplier / vendor management including the ongoing creation, rationalization, and management of preferred suppliers / vendors with a clear contractor overview highlighting key contracted information, in order to ensure optimum usage of services and cost.Establishes working relationships with vendors through personal meetings and telephone contact; discusses and resolves problems regarding delayed delivery dates, returns damaged or incorrect items to vendors and processes necessary documents for creditReviews, forecasts market trend and perform price / cost analysis as necessary and perform market surveys to determine best source, new sources, and market conditions. Conduct periodic Vendor / Suppliers comparative analysis in order to improve services, decrease costs and increase stakeholders’ satisfaction.Coordinate with vendors and suppliers for Requests for Quotations (RFQ) and Request for Proposals (RFP) events for specific products and general categories and researching for potential new suppliers, in order to meet AJVA’s purchasing demand.Support department manager in implementing & executing process to ensure supplier compliance with quality and contract language to include negotiation of repayment, refund, or incremental supply in case of non-compliance.Manage the activities and work of subordinates and evaluate their performance by providing formal and informal feedback to ensure that all work within a specific area is carried out in an efficient manner and in accordance with set individual targetsRecommend improvements to departmental policies and direct the implementation of procedures and controls covering all areas of Procurement section’s activity so that all relevant procedural / legislative requirements are fulfilled while delivering a quality, cost-effective servicesEnsure compliance to all relevant safety, quality and environmental management policies, procedures, and controls across the section in order to guarantee employee safety, legislative compliance and a responsible environmental attitudeExpreience Required
5 - 6 years relevant experience at including at least 2 years in a supervisory role.Bachelor’s degree in business management or Diploma in Supply Chain Management or any other relevant field.Seniority level
