Contracts Directors x 2 (Transport / Rail) Office based in Riyadh, Saudi Arabia

Digby Morris is currently working on behalf of a major government backed transport project in Riyadh and is seeking 2 x Contracts Directors to work directly for the client / owner team.

Contract Director – EPC+F (Transport / Rail Delivery) Leads the end-to-end procurement of a major EPC+F rail / transport package, managing tender strategy, documentation, bid evaluation, commercial negotiations, and risk allocation. This role focuses on the technical delivery side of procurement, ensuring the design, engineering scope, delivery methodology, and financing model are fully integrated into a bankable, award-ready contract. Requires strong experience managing interfaces between EPC and PPP packages and steering advisors (technical, legal, financial) to achieve balanced commercial outcomes.

Director of Contract Management – PPP (Regional Links / Rail PPP Transaction) Oversees the full PPP transaction process for a large regional rail / transportation link, including deal structuring, tender governance, regulatory approvals, commercial negotiations, and stakeholder management across ministries, authorities, and investors. This role is more commercial / deal–focused, ensuring compliance with the Saudi PPP framework, managing transaction advisors, and guiding the project through to financial close and contract award.

Candidate Profile – What we’re looking for Degree (post‑graduate preferred) and 15+ years’ experience leading tendering for major infrastructure projects, ideally transport / rail.

Proven experience in large PPP and / or EPC+F contract procurement, including bid evaluation, contract drafting, risk allocation, and negotiations.

Strong commercial and legal understanding of contract structures, procurement frameworks, and project agreements.

Excellent stakeholder management and communication skills, working with internal leadership, external authorities, and transaction advisors.

GCC or KSA experience is highly desirable; familiarity with PPP regulatory frameworks is an advantage.
