Job descriptionUnderstands the Saudi Procurement and Tendering System (with practical experience in Saudi Arabia). Understands the transformation process from Operations & Maintenance Management to Asset & Facilities Management (with hands-on experience in transformation projects). Familiar with international and local standards related to Asset and Facilities Management (preferably holding relevant professional certifications). Capable of developing procedures, policies and maintenance plans in accordance with the National Guide for Assets and Facilities. Understands how to convert contracts into performance-based contracts (with practical experience in establishing performance-based agreements). Experienced in designing and monitoring Key Performance Indicators (KPIs) and Service Level Agreements (SLAs) to ensure service quality and operational efficiency. Bachelor’s degree in engineering, Facility Management, Project Management or a related discipline (master’s degree preferred). Minimum of 20 years of progressive experience in Asset & Facility Management including at least 10 years leading large-scale transformation projects. Deep knowledge of the Saudi Government Tenders and Procurement Law with proven experience in public sector contracting. Demonstrated success in developing and implementing performance-based contracts from initiation to completion. Strong understanding of national and international A&FM standards (e.g. ISO 55000, IFMA frameworks). Professional certifications preferred such as PMP, CFM, FMP or ISO 55000-related credentials. Project Director A&FM
Company has been awarded a prestigious contract for new project in Saudi Arabia to provide professional consulting services to its Operations & Maintenance department. We are seeking an experienced international Facilities Management leader for the role of Project Director – Asset & Facility Management.
Project Overview :
The program covers all aspects of the maintenance, cleaning and operation activities and will be delivered in line with EXPRO National Manual for Assets & Facility Management (NMA&FM). Our responsibilities will include :
- Reviewing and recommending improvements to contracts : Analyzing the portfolio of contracts in terms of cost buildup, scope and deliverables and converting them to performance-based contracts for contracts.
- Developing Policies & procedures to support the transformation process in line with NMA&FM. Conduct training and ensure their successful implementation.
- Conducting awareness training for staff on the National Manual for Asset and Facilities Management (NMA&FM).
- Implementing Stage gate processes from an A&FM perspective on new construction projects.
- Reviewing Organizational structure and employee roles and responsibilities and recommending improvements linked to performance and outcomes in line with NMA&FM.
- Developing performance measurement processes and systems to optimize Asset performance and ensure efficient use of resources and funds.
- Implemented all program initiatives; first via a pilot site and later across the entire client organization.
