Job Purpose Oversee the tendering process by preparing and distributing RFP packages, validating technical and commercial evaluations, negotiating contracts, managing amendments, and ensuring integrity and compliance in all bid awarding decisions.
Position Accountability Description Strategic Leadership
Formulate and lead the execution of comprehensive procurement and tendering strategies aligned with organizational goals, driving efficiency and cost-effectiveness.
Manage daily operations of the procurement team, including overseeing tendering processes, procurement activities, and supplier management.
Define and monitor key performance indicators (KPIs) for procurement and tendering activities, ensuring continuous improvement and alignment with strategic objectives.
Operational Excellence
Direct the preparation, evaluation, and award of tenders, ensuring compliance with organizational policies, legal requirements, and best practices.
Oversee the issuance of purchase orders, ensuring compliance with contract terms, monitoring delivery schedules, and addressing any procurement issues.
Ensure that all procurement requests and processes adhere to Delegation of Authority (DOA) and organizational policies, and validate contract requisitions and amendments.
Develop and maintain relationships with suppliers, managing supplier performance, and resolving any issues related to procurement and contract execution.
Stakeholder Management
Collaborate with internal stakeholders, including Finance, Legal, IT, and Operations teams, to ensure alignment on procurement strategies and support for tendering initiatives.
Engage with external stakeholders, such as suppliers, technology vendors, and regulatory bodies, to manage compliance, negotiate terms, and address any concerns or recommendations.
Team Leadership and Development
Lead, mentor, and develop a high-performing applications management team, fostering a culture of excellence, accountability, and continuous improvement.
Set clear performance expectations for team members, providing regular feedback and support to encourage growth and development.
Design training programs to enhance the skills and knowledge of the applications management team, ensuring they are equipped to handle evolving industry challenges.
Financial Management
Oversee the budget for tendering and contracts activities, tracking expenditures, identifying cost-saving opportunities, and ensuring financial accountability and resource efficiency.
Generate and present detailed budget reports and procurement performance analyses to senior management, providing insights and recommendations for strategic decision-making.
Compliance and Best Practices
Ensure all procurement and tendering activities comply with legal and regulatory requirements, as well as organizational standards and best practices.
Implement and promote best practices in procurement and tendering to enhance process effectiveness, operational efficiency, and compliance.
Innovation and Continuous Improvement
Explore and implement new technologies, tools, and methodologies to enhance procurement and tendering processes, improving efficiency and effectiveness.
Foster a culture of continuous improvement by seeking feedback, implementing enhancements, and adapting to evolving industry trends and operational needs.
