Position Objective
Lead and manage the HR function to support factory operations in Saudi Arabia. Ensure compliance with Saudi labor laws and regulations, meet Saudization (Nitaqat) requirements, build effective workforce management systems, and align HR strategy with corporate policies and business objectives.
Key Responsibilities
3.1 HR Strategy & Planning
Develop HR strategies aligned with company objectives and Saudi Vision 2030 localization requirements.Establish manpower planning and organizational structure based on factory expansion stages.3.2 Recruitment & Saudization
Lead recruitment of local and expatriate employees, ensuring compliance with work visa and Iqama regulations.Monitor and achieve Saudization quotas (Nitaqat), develop Saudization training and career development programs.Manage cooperation with manpower agencies and government job portals (Qiwa, Taqat, HRSD).3.3 Employee Relations & Compliance
Handle employee relations, conflict resolution, and disciplinary actions in line with Saudi labor law.Ensure compliance with government regulations (MHRSD, GOSI, CCHI, ZATCA, Jawazat).Oversee employee handbook, HR policies, and code of conduct implementation.3.4 Compensation & Benefits
Design and manage salary structures, allowances, and incentive systems.Ensure compliance with Wage Protection System (WPS) and payroll accuracy.Negotiate and manage insurance (medical, life) and expatriate benefits.3.5 Training & Development
Implement training needs analysis, orientation programs, and skill-upgrading plans.Support localization of technical training for Saudi employees.Build leadership development pipelines for both expatriate and local staff.3.6 HR Operations & Systems
Oversee HRIS system operation and data accuracy (attendance, payroll, personnel records).Ensure timely processing of visas, Iqama renewals, exit / re-entry permits.Lead digital HR transformation projects in coordination with HQ (SAP / Workday / SuccessFactors).3.7 Reporting & Communication
Prepare monthly HR reports, including headcount, turnover, Saudization status, and labor cost analysis.Act as the communication bridge between Chinese HQ and Saudi local management.4. Requirements
4.1 Education
Bachelor’s degree or above in Human Resources, Business Administration, or related field.HR professional certification (CIPD, SHRM, HRCI) is an advantage.4.2 Experience
Minimum 8–10 years HR experience, with at least 3–5 years in a managerial role.Experience in manufacturing or industrial sector preferred.Proven knowledge of Saudi labor law, Saudization requirements, and HR government platforms (Qiwa, Muqeem, GOSI, CCHI, WPS).4.3 Skills
Strong leadership, communication, and negotiation skills.Ability to manage multi-cultural workforce (Chinese, Saudi, expatriates).Proficiency in English; Chinese or Arabic is an advantage.Strong analytical and problem-solving abilities.5. Performance KPIs
