The Director - Commercial is responsible for overseeing budget management, cost control, and comprehensive reporting for major transport infrastructure projects. This role will have strong expertise in various systems associated with reporting and forecasting including Power BI, PRISM or similar systems. This role ensures financial discipline, accurate forecasting, and detailed reporting to support strategic decision-making and project success.

- Identifies trends and risk related to Cashflow forecasting against cash expenditure targets
- Leads and oversees the implementation of contracting strategies, overseeing contracts administration and change management process, leading value engineering where applicable – applying to end-to-end contract lifecycle.
- Oversees the preparation and monitoring of project budgets, cost forecasts, and cash flows, ensuring alignment with financial objectives and constraints.
- Provides leadership, guidance, direction, and specialized assistance to projects for the resolution of difficult and complex project budgeting, reporting, and cost control problems.
- Develops and implements risk management plans incorporating their risk management policy, procedure, and process.
- Maintains appropriate risk management across the projects, including the management of risks, issues, and opportunities
- Measures and reports risk management performance at both Program and Project levels.
- Endorses continuous improvement initiatives through recommendations, updates and changes to team activities, policies, and procedures.
- Oversees support provided to development teams regarding disputes and contract interpretation to ensure effective negotiation and settlement of claims to all development projects’ teams in as needed.
- Coordinates closely with the Projects and Project Controls function in relation to implementing an effective controls system on budget, cost, report, risk, and change management.
- Leads the development of procurement strategies and packages to support the central procurement team and provide recommendations and support as needed.
- Collaborates with project managers and other departments to ensure accurate and timely financial reporting.
- Leads the implementation of policies, software and processes.
- Leads stakeholder management on behalf of the commercial function.
- Maintains consistent and standardized reporting practices.

Bachelor's degree - Quantity Surveying, Commercial Management, Cost Engineering, Legal or related fieldProfessional Certifications (if required)
Royal Institute of Chartered Surveyors preferredExperience
10 – 15 years’ Commercial construction delivery experience – ideally Contractor and Consultancy and working in Program wide roles, working with large commercial teams across multiple projectsMajor program experience – managing multiple projects, conflicting priorities, and stakeholders.Previous KSA / Middle East experience preferredExperience leading Commercial Management of Major Projects in a highly regulated, complex, matrixed environments evidencing Full project life-cycle involvement (Bidding thorough to Final Account).Subject matter expert in contracts, claims, arbitration.Supports team through period of business changes in responding to changing business requirements.Provides strategic support and guidance in managing and prioritizing the workload of a commercial and contract administration team, deadline-driven and ability to optimize workload.Ability to leverage exceptional written and verbal skills in English – articulate ideas, strategies, and project performance to a range of audiences and to influence at senior levels.Ability to leverage in-depth knowledge of enterprise-level management software, such as Prism, SAP, or similar systemsLeadership skills to inspire large, diverse teams and deliver results.Leadership skills and the ability to lead the commercial function's direction, specifically endorsing or opposing practices as needed.#J-18808-Ljbffr
