Job Description The Procurement Specialist will be responsible for managing the purchasing process and material supply chain for projects. This includes sourcing materials, negotiating with vendors, ensuring compliance with Saudi standards, and coordinating with project teams to maintain smooth operations. The role ensures timely procurement, cost efficiency, and alignment with project budgets.
Key Responsibilities
Source materials and equipment locally and internationally.
Negotiate with vendors and ensure compliance with Saudi standards (SASO, SEC, SABER, Aramco / SABIC if applicable).
Coordinate with purchasers and project technical teams to pre-evaluate specifications and requirements.
Build and maintain relationships with vendors to facilitate smooth future transactions.
Use software tools like spreadsheets to improve procurement efficiency.
Maintain strict follow-ups through email and other communication channels.
Prepare daily procurement and status reports.
Manage contracts, deliveries, and supplier evaluations.
Request for Quotation (RFQ), evaluate bids, negotiate pricing, terms, and warranties.
Maintain a database of approved suppliers and subcontractors.
Draft and review Purchase Orders (POs), Contracts, and Service Agreements.
Ensure suppliers comply with Saudi import / export regulations and customs clearance requirements.
Monitor adherence to contractual obligations such as delivery times, quality, and penalties.
Align procurement activities with project budgets and financial forecasts.
Track price fluctuations and recommend cost-saving strategies.
Coordinate shipping, customs clearance, warehousing, storage, and site delivery schedules.
Handle discrepancies, delays, or damages in deliveries.
Maintain comprehensive records of all procurement activities (RFQs, POs, contracts, delivery notes).
Track vendor performance and provide feedback for continuous improvement.
Future Use : Procurement management across construction, oil & gas, industrial, and infrastructure projects.
Requirements
Bachelor’s degree in Business Administration, Supply Chain, Procurement, or related field.
3–6 years of experience in procurement, preferably in construction, industrial, or oil & gas projects.
Strong knowledge of Saudi standards (SASO, SEC, SABER, Aramco / SABIC) and import / export regulations.
Proficiency in MS Office and procurement software.
Excellent negotiation, communication, and coordination skills.
Strong organizational and record-keeping abilities.
Ability to manage multiple suppliers and meet project deadlines.
Knowledge of contracts, POs, and supply chain management best practices.
