Job Description
As the Procurement Director, you will serve as the executive strategic leader responsible for defining, directing, and governing the entire end-to-end procurement lifecycle for a multi-billion-dollar mega-project in Riyadh. Operating at the core of a highly mature Project Management Office (PMO), you will strategically lead the function to translate macro-project delivery objectives into optimal, risk‑mitigated, and compliant sourcing and contracting strategies across complex design, engineering, and construction packages.
This executive-level role requires a proven track record of successfully delivering procurement excellence for landmark infrastructure, real estate, or entertainment programs in the Middle East, demanding a deep focus on strategic governance and exceptional commercial leadership.
- Executive Strategy Formulation : Design, champion, and execute a cohesive, multi-year procurement and contracting strategy that is fully integrated with the Program Master Schedule, budget baselines, and advanced technical / engineering requirements.
- High-Stakes Negotiation : Personally lead and finalize complex, high-value commercial and contractual negotiations with Tier 1 international Main Contractors, Vendors, and Strategic Partners to secure optimal commercial terms and maximum value.
- Global Market Intelligence & Risk : Direct deep global and regional market analysis, anticipating supply chain volatility, geopolitical risks, and developing robust sourcing strategies across Tiers 1, 2, and 3 to ensure supply resilience.
- Value and Optimization Mandate : Drive a culture of proactive value engineering and cost optimization through innovative contracting models and rigorous commercial appraisal, establishing best-in-class value for the client.
PMO Integration and Governance (PMO Expertise Focus)
Governance Architecture : Lead the development, implementation, and rigorous enforcement of all PMO-level procurement policies, processes, procedures, and sophisticated governance frameworks, ensuring complete compliance with client mandates, corporate ethics, and KSA regulatory law.Cross-Functional C‑Suite Alignment : Collaborate directly with Project Controls, Engineering Directors, Legal Counsel, and the Executive Program Leadership to ensure seamless alignment of procurement milestones, cost estimates, and technical specifications across all work streams.Contractual Oversight & Change Control : Provide expert, final-level direction for contract finalization and handover. Offer strategic technical expertise for the review, commercial analysis, and resolution of high-value claims, change orders, and schedule impact analyses.Executive Performance Reporting : Design and implement Key Performance Indicators (KPIs) and metrics for the procurement function. Prepare and present high-level, data-driven performance dashboards and analytical reports to the Client and Senior Management on overall procurement status, risk exposure, and market trends.Experience : Minimum 25 years of progressive, strategic procurement,, and contracting leadership experience, on multi-billion-dollar megaprojects.PMO Expertise : Mandatory and demonstrated executive experience operating within a highly structured Project Management Office (PMO) or Program Management Consultant (PMC) environment.Regional Expertise : Non-negotiable, extensive experience managing large-scale procurement and contracting operations in the Kingdom of Saudi Arabia (KSA), with deep familiarity with local regulatory requirements and contribution to Vision 2030 objectives.Education : Bachelors Degree in Engineering, or Business Administration is strongly preferred or any related field.Leadership Acumen : Proven exceptional leadership, commercial judgment, diplomatic negotiation.Parsons equally employs representation at all job levels no matter the race, color, religion, sex (including pregnancy), national origin, age, disability or genetic information.
