Job Summary The Senior HSE Coordinator supports the HSE Manager, Project Directors / Project Manager in coordination within projects to implement the integrated management system and local legal regulations. Plans, implements, evaluates and analyzes HSE activities at site to ensure HSE Target and objectives are measured and achieved. This position also performs or coordinates annual workplace inspections to identify and correct hazards.
Job Responsibilities 1 Lead the coordination, implementation and compliance to the Project Health and Safety Management Plan (PHSP) and Project HSE Management Programme. Arrange, conduct and participate in training sessions, HSE Committee and coordination meetings. Advise the Project Manager / Director and other supervisory staff regarding accident prevention and improvements related to work methods. Coordinate execution of HSE activities on a project as per the HSE plan and IMS requirements to ensure HSE requirements are met and the system is followed effectively. Conduct monthly inspections of project sites and record all findings in a timely manner to develop relevant improvement action plans. Plan and implement HSE audits for sub‑contractors on a quarterly basis. Record and analyze HSE project performance and ensure achievement of HSE goals in the project. Coordinate with internal / external customers to ensure effective and efficient attainment of HSE goals. Coordinate training programs and monitor training effectiveness. Ensure safety posters, hazard flashes, site safety campaign promotional material and safety incentive schemes are prominently displayed on site. Monitor and review the placement and distribution of safety posters, hazard flashes, site safety campaign promotional material and safety incentive schemes on a monthly basis through Safety Gang Awards. Ensure implementation of the penalty provision procedure in a fair manner, issue default notices for violators and provide monthly reports to the Project HSE Manager.
Job Responsibilities 2 Conduct educative and informative meetings, toolbox talks on a daily basis, weekly or as needed to promote and achieve HSE targets. Facilitate weekly meetings with HSE personnel to ensure a better understanding of HSE best practices. Identify hazards and potential risks and assist operations staff in eliminating or mitigating those hazards. Advise jobsite managers on HSE‑related matters. Conduct root‑cause analysis for all incident and accident records within stipulated occurrence periods and generate initial investigation reports within 24 hours, with proper justification for any delay. Conduct final accident / incident investigations within 72 hours, with proper justification for any delay. Investigate unsafe acts and conditions and provide solutions to prevent recurrences by conducting hazard and risk analysis. Conduct required health, safety, and environmental measurements in project yards and facilities, such as noise and lux surveys, on a monthly basis.
Job Knowledge & Skills Knowledge of local health and safety laws / regulations sufficient to analyze proposed personnel policies. Knowledge of and adherence to company policies, procedures, guidelines and work requirements. Knowledge of QCS 2014 and ISO 45001, 14001. Knowledge of general HSE best practices. Remain abreast of all relevant HSE laws, codes of practice and standards for the area. NEBOSH Diploma or NEBOSH Certificate / BSC Level 6. Certified Fire Safety / Engineering from a recognized institution. Audit qualifications in ISO OHSMS and EMS. Accident investigation certification, scaffolding training, fire safety training and rigging training. ERP knowledge, preferably SAP functional skills, are required for success in this role.
Job Experience Minimum 8 years of working experience, 5 years of relevant working experience, 2 years in GCC is a plus.

Education Bachelor’s Degree in any related field; Professional degree in Level 6 Diploma in OHS or NEBOSH.
