Overview

The Director, Health, Safety & Welfare leads the development and implementation of health, safety & welfare (HSW) strategies, programs, systems and procedures across the Transport Business Unit (TBU) in support of TBU objectives, the Strategic Delivery Unit's (SDU) corporate HSW standards and procedures and QIC's HSW Policy and ‘Safety First' culture. The role ensures that TBU HSW requirements and performance measures are clearly defined and fully integrated into the planning, design and execution of all projects within TBU to reflect industry best practice and ensure compliance with regulatory requirements. The post holder works closely with TBU functions and project teams and QIC Districts to ensure alignment with QIC and TBU HSW goals, objectives and stakeholder expectations. Responsibilities

Develop and implement the TBU Health, Safety and Welfare (HSW) Strategy and supporting systems for the TBU, in collaboration with QIC corporate and District Businesses' HSW leadership and in accordance with QIC corporate HSW policies, procedures and international HSW standards (e.g. ISO 45001) Act as a role model for TBU leadership behaviors, in line with Qiddiya values, leading by example as a positive and engaging presence in the boardroom and on site, by leading and conducting senior leadership site tours Communicate and articulate QIC's and TBU's HSW vision, objectives and expectations effectively across all internal and external stakeholders, maximizing relationships to influence and deliver a culture of ‘Safety First' Develop the TBU's HSW objectives, KPIs and supporting periodic reporting and dashboards, including progress updates, recommendations, analysis and any other required information for leadership Motivate and inspire a high-performance HSW culture through clear direction, providing continuous feedback, recognizing and rewarding exceptional performance and fostering an environment of collaboration, innovation, and accountability across TBU and QIC and throughout the supply-chain Advise and challenge TBU leadership and projects teams to ensure effective and timely implementation of QIC HSW policies, procedures and guidelines Ensure provision of sufficient safety capability and capacity resources to TBU delivery teams to enable them to discharge their corporate, TBU and regulatory HSW obligations Hold TBU project delivery teams and their delivery supervision consultants and supply-chain partners to account for adherence to QIC HSW policies and procedures and regulatory requirements in the course of delivering design, development and construction delivery activities Drive the development and execution of TBU HSW initiatives and proactively lead the HSW team and wider HSW community in sharing knowledge and best practice, including safety culture assessments and surveys Develop and deliver HSW updates and related communications at QIC leadership and TBU-wide events Participate and contribute to national and industry-specific HSW events, conferences and thought-leadership to ensure full immersion in sector best practice, keeping abreast of the latest trends and technologies Participate in TBU leadership and corporate HSW forums and conduct collaborative cross-QIC HSW initiatives with other Districts Plan and conduct TBU HSW performance monitoring activities such as management reviews, HSW system audits and planned HSW inspections Assess and evaluate TBU's HSW enterprise risk exposure and monitor the adequacy of controls and other measures required to ensure effective mitigation or QIC's HSW critical risks at project, TBU and QIC corporate level Support and where appropriate conduct accident and incident investigations and reviews within the TBU scope of work ensuring compliance with applicable QIC corporate and statutory requirements, promoting a ‘Just Culture'. Ensure contractors' root cause analysis is present and ensure implementation of preventative and corrective actions Lead cross-discipline collaboration to contribute to HSW knowledge sharing and lessons learned, driving a culture of innovation and continuous improvement Identify and implement HSW competency requirements across TBU and ensure provision of suitable HSW capacity and capability within TBU delivery teams Establish opportunities to contribute to E&S knowledge sharing, lessons learned working towards a culture of innovation and continuous improvement. Provide help for new and young employees to broaden their skills Ensure HSW requirements are identified and incorporated into TBU's commercial activities including contract and tender documentation and participate in market engagement, tender preparation and evaluation exercises as required Ensure all aspects of those contracts for which they are responsible are effectively discharged in accordance with QIC's business and regulatory requirements Qualifications

Bachelor's degree in occupational safety and health or recognized post-graduate / NVQ Level 6 health and safety qualification (e.g. NEBOSH Diploma) Professional Certifications (if Required)

Recognized professional membership e.g Chartered Member of Institute of Occupational Health & Safety (CMIOSH) American Society of Safety Professionals (ASSP) Member Rail-specific safety certifications and competencies are advantageous Experience

15 years' minimum relevant HSW and broader management experience within mega / large scale, complex, land transport-related design and construction programs Previous KSA / Middle East director-level experience preferred Significant experience required in the development, implementation, management and certification of HSW systems, including certification of policies and procedures to ISO 45001 In-depth knowledge of industry-specific design, construction and occupational health and safety regulations, industry standards and best practices Leverage exceptional written and verbal skills in English to effectively articulate ideas, strategies, and project performance to a range of audiences Demonstrated leadership skills to set clear goals, motivate teams and deliver results Ability to provide strategic oversight and guidance in managing and prioritizing workloads, deadline-driven and ability to optimize workload Expert ability to negotiate and influence effectively with internal teams and external agencies Lead team collaboration and cross department integration collaboratively in a team environment and across multiple departments Ability to thrive in a fast-paced environment and deliver challenging goals and objectives using industry knowledge to aid decision making Ability to work collaboratively in a team environment and across multiple departments Strong leadership skills with ability to inspire large, diverse teams and deliver results Strategic thinker with excellent leadership skills and the ability to lead the HSW function's direction Seniority level
