Foreground is partnering with a diversified industrial conglomerate operating across manufacturing, energy, construction, and logistics to appoint a commercially strategic and process-focused Group Chief Procurement Officer (CPO) , based in Dammam. The group has operations across Saudi Arabia and regional subsidiaries, and is now seeking to centralize and professionalize its sourcing, vendor management, and supply chain strategy under a unified procurement leadership.
Role Purpose
To establish and lead a group-wide procurement function that ensures cost optimization, risk-managed sourcing, and value-driven supplier partnerships, while embedding digital tools, governance frameworks, and localization mandates across all procurement operations.
Key Responsibilities
- Design and implement a group procurement strategy aligned with the boards cost control, operational efficiency, and localization (IKTVA) objectives.
- Oversee all procurement activities across industrial equipment, raw materials, facility operations, outsourced services, and strategic CAPEX.
- Lead the standardization of procurement policies, ERP integration, supplier scorecards, and spend control frameworks across subsidiaries.
- Serve as the key negotiator for high-value and long-term supplier contracts, focusing on lifecycle value, ESG alignment, and contract risk mitigation.
- Partner with legal, operations, and finance to ensure compliance, dispute management, and supplier audit processes.
- Build and manage a high-performance procurement team, fostering category expertise, negotiation capability, and business partnering mindsets.
- Maintain direct oversight of strategic sourcing events, international supplier onboarding, and e-procurement platform implementation.
Ideal Candidate Profile
15+ years of senior procurement and supply chain experience in industrial, construction, or infrastructure-focused organizations; 5+ years at a group or C-level.Proven success managing complex supplier ecosystems and leading procurement transformation programs.Deep knowledge of Saudi procurement law, localization programs, and VAT / tax considerations.Bachelors degree in Engineering, Business, or Supply Chain Management; MBA or CIPS certification preferred.Experience deploying digital procurement tools and ERP-based workflows (Oracle, SAP, etc.).Fluent in English; Arabic proficiency is a distinct advantage.
