Senior QA / QC Engineer (Saudi National)

Context The QA / QC Engineer (PMC) ensures all design, construction, and installation activities on the rail / metro project are executed in accordance with contractual quality standards, codes, and regulatory requirements. The Engineer is responsible for quality control, quality assurance, and compliance oversight across all project phases, supporting the successful delivery of the rail / metro system. The QA / QC Engineer (PMC) role is to uphold quality management throughout the project lifecycle, from design through commissioning, and to liaise with contractors, designers, client representatives and third-party inspectors to ensure compliance with project specifications and standards. Responsibilities

Quality Assurance & Quality Control Develop, implement, and maintain the Project Quality Management Plan, Inspection & Test Plans (ITPs), and quality procedures. Ensure contractors' works adhere to approved drawings, specifications, standards (local and international), and client requirements. Conduct regular site inspections, audits, and surveillance activities covering civil, structural, trackwork, MEP, station systems, and signaling. Identify, document, and follow up on non-conformances; manage root cause analysis and corrective / preventive actions. Documentation & Reporting Review and approve contractors’ quality documentation (ITPs, method statements, material submittals, test results). Maintain and control quality records including inspection reports, NCRs, testing logs, and quality dossiers for handover. Prepare weekly / monthly QA / QC reports and present findings to PMC management and the client. Coordinate and witness on-site and laboratory tests for materials and installations, ensuring compliance with project specifications. Monitor and verify quality during construction, system integration, and commissioning activities. Support participation in final inspections, snagging, and project close-out procedures. Stakeholder Coordination Liaise between contractors, design consultants, client representatives, and third-party inspectors regarding quality issues. Attend progress and technical meetings to discuss QA / QC performance and issues. Promote a quality-driven culture within the project, providing training and best practices guidance as needed. Support the implementation of lessons learned and continuous improvement initiatives throughout the project. Qualifications

Bachelor’s Degree in Civil Engineering or related discipline. Minimum 15 years of experience in QA / QC for infrastructure or rail / metro projects; PMC and / or international project experience is an advantage. Thorough understanding of ISO 9001 and relevant railway / metro codes, standards, and regulations. Strong communication, analytical, and report writing skills.
