The Safety Engineer I is responsible for assisting in the development, implementation, and continuous improvement of safety programs and initiatives within their assigned work area. This role involves focus on the technical and analytical aspects of site safety, requiring precise calculations and engineering assessments. This includes determining load‑bearing capacities, calculating safe working loads, evaluating soil stability for excavations, and conducting quantitative risk assessments for confined spaces, chemical hazards, and hot work. The role demands a data‑driven approach to safety, ensuring precise selection and application of safety equipment based on technical specifications, while ensuring compliance with regulatory requirements and company safety standards.
Job Accountabilities
- Development and implementation of safety programs and policies.
- Recommends improvements to Department / Section policies and directs the implementation of procedures and controls covering all areas of Section activity so that all relevant procedural requirements are fulfilled.
- Create a complete legal register, follow all required legal steps, and keep it updated regularly.
- Conduct site safety risk profiling to determine focus areas for improvement.
- Collaborate with teams to integrate safety into project planning and execution.
- Facilitate and support Hazard Identification and Risk Assessment process, ensuring the findings are thoroughly documented, communicated, and reviewed periodically.
- Assess workplace conditions, processes, and equipment to identify and mitigate risks related to physical, chemical, ergonomic, and environmental factors.
- Utilize the leading metrics to derive proactive safety measures.
- Conduct site safety inspections and audits to verify compliance with legal requirements and ABCC HSSE system and standardsrequirements.
- Analyze safety data (e.g., TRIR, observation, Audits results etc) to identify trends, root causes, and systemic risks and assists in developing improvement strategies.
- Investigate accidents, near‑mises, and unsafe conditions, determine root causes, and recommend corrective actions.
- Maintain safety statistics, records, documentation, and reports.
- Assist in the preparation of safety‑related reports for management and regulatory agencies.
- Assist in development and execution safety training programs by designing a training matrix, creating materials (e.g., e‑learning modules, toolboxes), delivering sessions, managing a training plan, and evaluating effectiveness and post‑training incident rate analysis.
- Organize and conduct safety campaigns, Toolbox Talks (TBT), training sessions, and awareness workshops to reinforce safety knowledge and engagement across all levels of the organization.
Job Requirements.
Minimum of 6 years of experience in Occupational health & safety management.Risk Management Strategies and Risk Control Hierarchy.Familiarity with safety regulations, standards, and best practices.Experience in conducting workplace Safety Audits, Safety Sampling and Surveys.Incident investigation and root cause analysis experience.Knowledge of emergency response planning and crisis management.Experience in developing and delivering safety training programs.Strong grasp on applied Engineering Principles as they relate to site safety, material properties, and risk assessments.Bachelor's Degree in Engineering any discipline or OHSE or Fire.NEBOSH IGC / OSHA 30 Hrs / IOSH MS.Recognized level 6 diploma in OHSE from any accredited bodyMembership with Saudi Council of Engineers or registered safety practitioner and professional with Saudi OSH Cadre ProgramAbility to assess site risks, analyze hazards, and develop mitigation measures using systematic techniques like HIRA, JHA, and TRA.Strong ability to identify unsafe conditions and behaviors on‑site, ensuring proactive hazard control.Sound knowledge of using digital tools and online platforms for communication, training, and reporting purposes.Capability to make quick, sound safety decisions during emergency situations or high‑risk activities.Ability to perform effecting OHS Audits, Observations with DiligenceProficiency in identifying causal factors, conducting interviews, and using RCA tools like 5 Whys, Fishbone Diagram, or Taproot.Technical understanding of scaffolding safety, excavation safety, confined space entry, lifting operations, hot work, and fall protection.Regulatory & Compliance KnowledgeAbility to design and develop the relevant HSE presentations for Safety Meetings and Management Review Meetings.Effective Training & Coaching SkillsKnowledge of firefighting techniques, first aid, emergency evacuation, and incident response procedures.Expertise in using gas detectors, PPE, fall arrest systems, fire fighting equipment, thermal imaging cameras, and environmental monitoring devices.Digital & Reporting SkillsAbility to adapt to changing site conditions, implement control measures, and resolve safety concerns efficiently.Competitive salary and comprehensive benefits packageOpportunities for professional development and growthCollaborative and innovative work environmentSeniority level
