We are seeking a highly experienced and dynamic Commissioning Director to lead our commissioning activities and ensure the flawless delivery of our projects.

Position Summary

The Commissioning Director is a pivotal leadership role responsible for the overall strategy, planning, execution, and management of all commissioning activities for water and wastewater treatment plants, pumping stations, and associated infrastructure. The role provides expert technical direction, ensures safety and quality standards, and guarantees commissioning on time, within budget, and to stakeholder satisfaction. The role requires a hands-on leader who can manage complex interfaces between engineering, construction, operations, and the client.

Key Responsibilities

  • Develop and implement the overall commissioning strategy, philosophy, and plans for multiple large-scale projects.
  • Lead, mentor, and manage a large, multi-disciplinary team of commissioning managers, engineers, specialists, and technicians.
  • Oversee all phases of pre-commissioning, commissioning, and start-up activities, including Mechanical Completion (MC), leak testing, Functional Testing (FAT / SAT), Instrument Loop Checks, and performance testing of all systems.
  • Manage the seamless handover of systems from construction to commissioning and finally to the operations team, ensuring all documentation is complete (e.g., MC dossiers, commissioning reports, O&M manuals).
  • Act as the primary point of contact for all commissioning-related matters with clients, EPC contractors, vendors, and regulatory authorities.
  • Champion a culture of "Zero Harm," ensuring all commissioning activities comply with company and international HSE standards and local regulations.
  • Develop and manage the commissioning budget and schedule, proactively identifying and mitigating risks and delays.
  • Provide expert-level troubleshooting and technical resolution for complex issues arising during the commissioning phase.
  • Ensure comprehensive training programs are developed and delivered for client operations and maintenance personnel.
  • Lead the execution of plant performance tests and guarantee runs, ensuring all contractual performance criteria are met or exceeded.

Qualifications & Experience Required

  • A Bachelor’s degree in Mechanical, Electrical, Chemical, or Civil Engineering. A Master’s degree is highly advantageous.
  • A minimum of 18-20 years of progressive experience in commissioning within the water and wastewater treatment industry, with at least 8-10 years in a senior leadership or Director-level role.
  • Proven track record of directing the commissioning of at least two mega-scale water and / or wastewater treatment plants (capacity >
  • 500,000 m³ / day) from conception through to successful handover.

  • Deep, hands-on technical knowledge of all processes within water and wastewater treatment plants (e.g., MBR, RO, Clarification, Sludge Handling, Disinfection) and all associated systems (mechanical, electrical, instrumentation, and control).
  • Demonstrated experience in managing multi-million dollar commissioning budgets with strong financial acumen.
  • An impeccable personal safety leadership record and a proven ability to instill a deep-rooted safety culture within a large team.
  • Expert knowledge of international commissioning standards and the ability to develop robust company-wide procedures and workflows.
  • Strong familiarity with EPC and LSTK contract models, performance guarantees, and liquidated damages.
  • Exceptional communication, negotiation, and influencing skills to manage high-level stakeholders, including government clients and senior executives.
  • A genuine passion for developing national talent and building high-performing teams.
