Tasked with safeguarding the integrity of the financial marketplace, the Manager of AML / CFT Market Surveillance delivers a robust, intelligence‑driven oversight framework that detects, analyzes, and escalates illicit‑finance risks across all supervised entities. Reporting to the Director of AML / CFT, this role will lead a specialized analytics team, govern surveillance technology, and ensure statutory reporting meets exacting regulatory standards. The incumbent drives continuous model refinement and data‑quality initiatives, translating insights into actionable guidance for cross‑functional partners and law‑enforcement bodies. Through disciplined execution and stakeholder alignment, the position underpins the Authority’s strategic objective of zero‑tolerance for financial crime.
Responsibilities and Tasks
- Manage the daily end‑to‑end operation of AML / CFT surveillance systems, ensuring timely ingestion, cleansing, and review of transaction data from all supervised entities.
- Oversee first‑level alert triage, assign case workloads, and ensure accurate escalation of potential high‑risk activities to the Director of AML / CFT within agreed service‑level timelines.
- Maintain an up‑to‑date repository of surveillance rules and thresholds, validating their effectiveness against evolving typologies of money laundering and terrorist financing.
- Ensure that all STR / CTR submissions generated by the surveillance team meet FIU format, content, and timing requirements, and coordinate with legal for quality assurance before filing.
- Prepare periodic regulatory dashboards and ad‑hoc briefings for the Director, synthesising key metrics, trends, and emerging risks observed through surveillance.
- Track and document surveillance‑related breaches or system outages, coordinating incident reports with Technology Risk and Compliance Assurance units.
- Collaborate with the Data Science division to refine machine‑learning models that enhance anomaly detection precision and reduce false‑positive ratios.
- Liaise with IT Operations to schedule upgrades, penetration tests, and continuity drills for the market‑surveillance platform, ensuring zero unplanned downtime.
- Champion data‑quality initiatives, defining source‑system validation checks and overseeing periodic back‑testing of surveillance outputs against historical case data.
- Lead, coach, and performance‑manage a team of surveillance analysts, setting clear individual KPIs aligned with departmental scorecards.
- Coordinate cross‑training sessions with the Market Conduct and Sanctions teams to broaden analysts’ skills and foster a multi‑disciplinary compliance culture.
- Promote a positive risk‑aware environment by conducting after‑action reviews on complex cases and sharing lessons learned across the AML / CFT department.
- Serve as the primary point of contact for peer departments—such as Licensing, Prudential Supervision, and Enforcement—on surveillance findings that require joint remediation planning.
- Drive continuous‑improvement projects, applying Lean methodologies to streamline case‑handling timelines and to enhance reporting transparency for executive stakeholders.
- Manage / Own departmental strategic planning, budgeting, staffing, and workforce management to ensure cohesive and efficient AML / CFT Market Surveillance operations aligned with IA’s strategic framework.
