Duties and Responsibilities

  • Develop plans and strategies for acquisition, installation, and operations & maintenance of communications infrastructure.
  • Develop architecture / design for the communications network infrastructure installation using the latest equipment in SDH, ATM, IP, TETRA, etc., technologies over Fiber, Radio, Microwaves, Satellite, etc., transmission mediums.
  • Define technical requirements and specifications for network enhancements, and / or expansions and prepare test plans & procedures for system evaluation and acceptance.
  • Prepare or review Functional Requirements, System Requirements, and Statement of Work documents for the communications network growth.
  • Develop system integration and support plans for implementation and upgrade of various elements of the communications infrastructure (e.g. satellite, DTRS, Radio, PABX telephony, electronic systems, multi-media, etc.).
  • Project manage the installation of communications infrastructure growth, upgrades, or expansions projects consisting of transmission, switching, multiplexing, base-stations, gateways, routers, etc.
  • Evaluate, plan, install and / or upgrade hardware and software to meet strategic requirements.
  • Develop maintenance control plans and procedures.
  • Monitor network performance and loading of network and reconfigure the network to balance the load.
  • Prepare training material & documentation as per training requirements.
  • Impart classroom training as well as On-The-Job to the technical personnel in various communications fields.
  • Prepare and / or evaluate the spare parts requirements related to the communication systems.

Job Specification

Qualifications

Shall have a Bachelor of Science (B.Sc.) or higher degree in Electrical, Electronics, or Telecommunications Engineering. Shall have effective writing, communication, and interpersonal skills.

Experience

  • The candidate shall have a minimum of fifteen (15) years of experience as communications systems engineer in system design, modifications, integration, and operations & maintenance of communications infrastructure using related industry & ITU standards, design techniques, tools, and Network Management Systems.
  • The experience in item 1 above shall include at least five (5) years working in the design and implementation of communications infrastructure.
  • Shall have experience in defining requirements, designing and documenting architecture, developing specifications, and preparing Statements of Work and other related documents for large-scale communication systems including wire, wireless, and satellite communications.
  • Shall have experience with Network Management Systems, e.g., HP OpenView.
  • Knowledge / experience of helpdesk system, e.g., Remedy, HP Service Desk, is desirable.
  • Shall have experience in Digital Trunking Radio Systems (DTRS).
  • Shall have experience in Ground to Air HF, VHF, UHF, SHF Radios and their multiplex and terminal systems, Land Mobiles, TETRA, and SATCOM systems.
