Senior Director – Municipalities & Smart Cities

to lead high-impact programs across Saudi Arabia in alignment with

Vision 2030 . This role is central to Rubix’s mandate of blending

global best practices

with

local priorities . The Senior Director will be responsible for driving

municipal reform, smart city innovation, and digital transformation —ensuring that cities are more efficient, sustainable, and citizen-centric. Key Responsibilities Lead

municipal transformation programs

covering governance, licensing, compliance, and digital service enablement. Design and deliver

smart city strategies , including IoT-enabled platforms, GIS / BIM integration, and citizen engagement solutions. Advise senior government officials, ministers, and mayors on

policy reform, performance frameworks, and organizational restructuring . Guide

urban planning and sustainable infrastructure projects , aligned with zoning regulations and ESG priorities. Build partnerships with

technology vendors, engineering firms, and regulatory bodies

to deliver integrated solutions. Design and oversee

capacity-building programs

for municipal staff and senior officials. Ensure all projects are aligned with

Saudi Arabia’s Vision 2030 priorities , embedding

AI-driven tools and measurable impact frameworks

into delivery. Candidate Requirements Experience : 15+ years in municipal governance, urban development, or smart cities, with international exposure preferred. Municipal Governance & Reform : Strong understanding of operating models, regulations, and performance measurement frameworks. Smart Cities & Digital Transformation : Proven record of implementing smart infrastructure, IoT-enabled services, and e-government platforms. Urban Planning & Development : Expertise in zoning, land management, infrastructure planning, and sustainability. Stakeholder Engagement : Ability to work with ministers, mayors, regulators, and decision-makers at the highest levels. Vision 2030 Alignment : Deep knowledge of Saudi Arabia’s municipal transformation agenda and its execution by Amana, local municipalities, and digital government authorities. Capacity Building : Track record of developing and delivering training programs for public sector leaders. Global Outlook, Local Fluency : Ability to bridge
