Guide manage and administer daily refinery operations responsibilities duties to ensure operational activities are performed in compliance with operational priorities profit safety health reliability security and environmental requirements Ensure daytoday work is performed effectively efficiently and in safe order Ensure smooth flow of information between various organizations and other internal and external stakeholders KEY DUTIES RESPONSIBILITIES 1 Develop the annual operational plans in accordance with the objectives of the function Supervise the activities of personnel and resources to accomplish the objectives and operational plans Contribute to the enhancement and development of business processes operating procedures policies systems and internal controls to ensure successful work execution and compliance with standards and regulations 2 Identify and fill staffing and resource requirements with emphasis on achieving and maintaining Saudization targets to meet business needs and maintain high retention rate among the staff Develop knowledge and competencies to ensure that all the staff acquire the required skills and knowledge through appropriate training programs 3 Establish KPIs and monitor the achievement of the KPIs related to the annual performance objective Drive the implementation of an HSE culture and ensure compliance with relevant regulations policies procedures system controls Ensure appropriate HSE training is provided to all the employees to meet HSE standards 4 Promote and oversee implementation of YASREF HSE programs SMS by monitoring the development revision continues improvement and execution of HSE Processes 5 Ensure daytoday work is performed effectively efficiently and safely in order to increase refinery profit enhance plant reliability integrity and promote safety compliance to environmental standards Schedule production programs and distribute work to staff accordingly 6 Ensure that the plant is meeting maximum production capacity ensure well coordination with all YASREF organizations been in place for corrective actions to return back the plant productions to the target 7 Participate in developing strategy and the Business Plan Ensure Areas units process parameters will fully compliance with received products quantity quality Ensure to maintain the specifications to maintain the desired quality and avoid exporting delay and impacts 8 Ensure the assigned units process parameters will fully compliance with received products quantity quality Improve the reliability of production units by investigating all incidents proactively and implementing corrective actions 9 Ensure fully compliance with marine ships movement plan considering on time products quantity quality on time delivery Improve the reliability of production units by investigating all incidents proactively and implementing corrective actions 10 Ensure the availability of chemicals additive catalyst need for smooth unit operation and avoid process final products quality impacts Evaluate proposed process changes and validate technical modifications proposed to the Operations Organization 11 Ensure smooth communication among with all YASREF operation units for maintaining smooth plant process production by avoiding the miscommunication consequences 12 Participate in daily OME conference call ensure the plant units issues been addressed proper actions been placed Evaluate proposed process changes and validate technical modifications proposed to the Operations Organization 13 Manage and monitor the departments projects and programs to achieve set performance targets and objectives 14 Ensure the effectiveness of personal health monitoring system
